Regular, Full-Time, RCUH Non-Civil Service position with the Maui High Performance Computing Center (MHPCC), Department of Defense High Performance Computing Modernization Program`s “Maui High Performance Computing Center,” located at the Maui Research and Technology Park (MRTP) in Maui, Hawai‘i. This position supports execution of the Maui Supercomputing Technologies & Resource Services (MSTARS) contract and will conduct research under the University of Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY RANGE:  $10,000 - $13,000/Mon. 

DUTIES:  Provides project management and technical coordination for complex high performance computing (HPC) systems, software, infrastructure, and technology projects performed under the MSTARS contract. Plans and controls project scope, schedule, cost, resources, risks, quality, and deliverables to achieve cost, schedule, and performance objectives. Leads matrixed teams of engineers, cybersecurity, facilities, fiscal/procurement personnel, vendors, and subcontractors; coordinates system integration and customer requirements; maintains project schedules; and provides timely, accurate inputs to the Integrated Master Schedule (IMS), Contract Data Requirements List (CDRL) deliverables, program reviews, and weekly status reporting. Monitors project-level performance standards, Key Performance Indicators (KPIs), Acceptable Quality Levels (AQLs), dependencies, variances, and corrective actions in accordance with the MSTARS Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), Quality Control Plan (QCP), and applicable Government requirements. Supports technical concept development, special-project planning, rough-order-of-magnitude estimates, and program capture as assigned. Must be able to work during MHPCC normal work hours as established by the Center, primarily on-site at MHPCC facilities in Kihei, Hawai‘i, with some evenings, weekends, and emergency-response support as required to fulfill duties and responsibilities.

PRIMARY QUALIFICATIONS: 

EDUCATION

Bachelor`s Degree from an accredited four (4) year college or university in Engineering, Computer Science, Information Systems, Business Administration, Project Management, or a related technical or business discipline.

EXPERIENCE

Five to seven (5-7) years of progressively responsible experience in engineering, information technology, project management, or program management. Demonstrated experience managing Federal/DoD technology, software, infrastructure, systems integration, high performance computing, or research and development projects; controlling cost, schedule, scope, resources, risks, and deliverables; leading cross-functional teams and subcontractors; and preparing executive and customer status reports. Experience developing and maintaining integrated schedules and providing inputs to contract deliverables and performance metrics.

KNOWLEDGE

Must have knowledge of program and project management methods and processes, including work breakdown structure development, integrated planning and scheduling, critical path analysis, resource and staffing planning, budget forecasting and variance analysis, risk/issue/opportunity management, quality management, subcontractor and vendor management, and change and configuration control. Knowledge of systems and software engineering and system integration processes. Knowledge of performance-based service contracts and the use of Performance Work Statements (PWSs), Quality Assurance Surveillance Plans (QASPs), Quality Control Plans (QCPs), Contract Data Requirements Lists (CDRLs), Key Performance Indicators (KPIs), and Acceptable Quality Levels (AQLs) to plan, monitor, document, and improve performance. Knowledge of scheduling and collaboration tools, including Microsoft (MS) Project or equivalent and MS Office, Teams, and SharePoint. Familiarity with earned value management (EVM) principles or comparable cost/schedule performance analysis. Broad knowledge of Department of Defense (DoD) acquisition and contracting principles, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), and general awareness of cybersecurity/RMF, property accountability, and procurement requirements applicable to technical projects.

ABILITIES & SKILLS

Must be a U.S. Citizen. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information. Must have excellent oral and written communication, facilitation, organization, and team leadership skills. Demonstrated ability to lead matrixed cross-functional teams and subcontractors; develop and maintain integrated project schedules and controls; analyze cost, schedule, technical, quality, and performance data; identify trends and root causes; prioritize multiple concurrent projects; facilitate meetings and resolve conflicts; and communicate adverse impacts and corrective actions promptly. Ability to prepare clear executive presentations, CDRL inputs, status reports, action logs, meeting minutes, and decision documents. Ability to coordinate effectively with Government customers, technical staff, fiscal, procurement, human resources, cybersecurity, configuration management, vendors, and subcontractors and to handle Controlled Unclassified Information (CUI) and classified information in accordance with applicable requirements. Post Offer/Employment Condition: Must be able to obtain and maintain a security clearance based on a tier-3 background investigation to access classified information. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. 

PHYSICAL/MEDICAL DEMANDS

Ability to perform repetitive keyboard entry for twenty to forty (20-40) hours per week.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:   

Experience in one (1) or more of the following technical areas:   systems integration, high performance computing, data center or facilities modernization, cybersecurity/RMF, Agile/DevSecOps, artificial intelligence/machine learning, digital engineering, or modeling and simulation. Project Management Professional (PMP) certification preferred. Experience with DoD performance-based service contracts, QASP/QCP implementation, CDRL management, IMS development or schedule risk analysis, EVM or variance analysis, and ServiceNow or comparable tools. Current Secret or higher security clearance preferred.
