SUBARU HUMAN RESOURCES SPECIALIST – ID# 225682.

Regular, Full-Time, RCUH Non-Civil Service position with the National Astronomical Observatory of Japan (NAOJ), Subaru Telescope, located in Hilo, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE:  $6,833 - $8,333/Mon.

DUTIES:  Leads and manages the Human Resources (HR) function of Subaru Telescope in Hawai‘i. Provides strategic and operational HR support in recruitment, onboarding, employee relations, performance management, compensation and benefits, compliance, and organizational development. Works closely with RCUH and Subaru leadership to ensure compliance with Hawai‘i and Federal labor laws, RCUH policies, and organizational goals. Serves as a trusted advisor to leadership and staff, helping foster a positive, respectful, and high-performing workplace culture.

PRIMARY QUALIFICATIONS: 

EDUCATION

Bachelor`s Degree from an accredited four (4) year college or university in Human Resources, Business Administration, or a related field. 

EXPERIENCE

Three to five (3-5) years of professional HR management experience.

KNOWLEDGE

Thorough knowledge of Hawai‘i and Federal labor and employment laws. Familiarity with HR best practices, including recruitment, performance management, employee relations, compensation, and benefits administration.

ABILITIES & SKILLS

Excellent interpersonal and communication skills. Demonstrated ability to handle sensitive and confidential information appropriately. Strong problem-solving and conflict resolution abilities. Ability to build trust and maintain effective working relationships with employees at all levels. Proficiency with HRIS, payroll, and applicant tracking systems. Post Offer/Employment Condition:   Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. 

PHYSICAL/MEDICAL DEMANDS

Post Offer/Employment Condition:  Must be able to work at 14,000 feet and pass a post offer high-altitude medical examination.

SECONDARY QUALIFICATIONS:   

Master`s Degree from an accredited college or university in Human Resources, Business, or related field. Experience in a research, academic, or multicultural organization. Familiarity with or commitment to learning local culture and stewardship values. Ability to work effectively in an international, multilingual, and multicultural environment. Possess a current HR professional certification (SHRM-CP, SHRM-SCP, PHR, or SPHR).
