Regular, Full-Time, Limited-Term (not to exceed thirty-six (36) months in duration), RCUH Non-Civil Service position with the University of Hawai‘i Cancer Center (UHCC), Hawai‘i Tumor Registry (HTR), located in Honolulu, Hawai‘i. Telework (from employee`s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $4,983 - $6,000/Mon.
DUTIES: Employee is a team member of the central cancer registry Information Systems and Technology (IST) staff and has received specialized technical training. Develops and maintains specific information resources and infrastructure features and systems for the Hawai‘i Tumor Registry (HTR) including multiple databases, audit and tracking, document management and security systems. Performs continuous analysis, trouble-shooting, maintenance and interventions, as necessary for the registry`s IST operations and various operating platforms. Represents HTR with respect to technical IST contact for Surveillance, Epidemiology, and End Results Data Management System (SEER*DMS) information systems/data management issues at the local, State and national level. Provides technical computer advise, support, training, instruction and assistance to central/hospital registry, physicians, researchers, and partnership personnel for existing and new computer applications. Plans, designs, tests and implements designed modules and/or software applications to address identified program needs. Ensures the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance and enhancement of information systems security programs, policies, procedures, and tools. Utilizes knowledge of information technology principles, methods, and security regulations and policies to administer various information security programs. Serves as technical point of contact for specific registry applications, infrastructure and interoperability purposes. Occasional unsupervised local, neighbor-island or mainland travel may be necessary for technical/professional development and/or in compliance with contract deliverables.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor`s Degree from an accredited four (4) year college or university in Computer Sciences, Information Sciences, Health Informatics, Scientific, Medical, Public Health, or related field.
EXPERIENCE
At least two (2) years of progressively responsible experience in data systems management, design, security, and analysis.
KNOWLEDGE
Demonstrated knowledge of database management skills, including data security, design and analyses. Working knowledge of multiple and specialized medical and computer coding systems. Highly knowledgeable in the deployment, operation, and use of the registry's proprietary data management application, and the security operation and management processes required by the employer and Federal contractor, the NCI/SEER program. Understanding of industry standards and programming practices utilizing various operating systems, languages and environments.
ABILITIES & SKILLS
Ability to use specialized central cancer registry software and applications, encryption and security operations, and other essential cancer registry products. Ability to troubleshoot and install PC hardware and software, design and program for a multi-user-networking environment. Ability to prepare and maintain detailed computer and programming documentation, including staff instruction and training for efficient computer utilization. Expertise and ability to install necessary hardware and other equipment (e.g., computer-monitors, servers, Uninterruptible Power Supply (UPS), other equipment). Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS
Ability to lift/carry/stoop up to sixty (60) pounds. Ability to sit for extended periods of time; concentrate and perform data programming, coding and analysis.

As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to the University of Hawai‘i's Cancer Center HIPAA/PHI privacy and security policy and the Hawai‘i Tumor Registry HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's Cancer Center HIPAA/PHI privacy and security training and the Hawai‘i Tumor Registry HIPAA/PHI privacy and security training immediately after hire or not later than employee`s initial exposure to HIPAA/PHI. Must maintain a current status on the University`s and/or the business entity's training requirements.
SECONDARY QUALIFICATIONS:
Demonstrated competence and expertise with data systems and security systems, and implementing moderate level access controls for enterprise level health/government commerce activities.
