Regular, Full-Time, Limited-Term (not to exceed twelve (12) months in duration), RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,743 - $5,973/Mon.
DUTIES: Leads and supports the implementation of the statewide Watershed Partnership action plan. Works with PCSU WP Managers to develop multi-year and annual plans to support WP priorities. Facilitates dissemination of technical advice related to relevant funding sources and enhancement of implementation plans to expand current operational capacity and levels of funding. Identifies and works with public and private funding agencies to obtain and ensure continued project funding and support. Writes grant proposals to various agencies for funding and other resources. Ensures proper accounting of budgets and expenses to implement actions. Ensures timely completion of grant objectives. Prepares and submits reports for funded projects. Manages program budget and ensures matching documentation is in place and funding is properly expended and obligated. Develops five (5)-year budget plan projections for the program. Prepares and presents budget status reports to PCSU WP Managers, collaborators and partners. Develops quarterly, semi-annual, and final reports as well as budget reports to the various funding sources as required. Conducts project field site visits to watershed partnerships to assess challenges and successes, facilitate knowledge exchanges, and find solutions, while supporting watershed managers. Develops and drives to outreach programs to support WP initiatives across the State. Works closely with each island`s watershed partnerships and collaborating organizations to develop and market outreach and education pertaining to watershed protection throughout the state. Serves as the main public point of contact for watershed protection issues. Works closely with the media as well as private, county, state, and federal organizations, legislature, key officials, funding agencies, nonprofits, private foundations, and the general public to engender widespread support for watershed initiatives. Facilitate and maintain communication and knowledge exchange among watershed partners by organizing the annual Watershed Partnership Symposium/Workshops or other similar events (e.g. mini-workshops, seminar series, retreats, etc.). Coordinates WP meetings and dissemination of meeting minutes. Coordinates watershed partnerships data and information collection, analysis and dissemination. Serves as an informational liaison and works to build partnership capacity with officials from state, federal, and local governments and agencies, grant coordinators, and other watershed collaborators to support state wide watershed partnership needs. Performs fieldwork, including site visits, interpretive outings and project inspections, for the above activities. Fieldwork is encouraged to promote understanding of watershed activities for this position and build experience and knowledge to share with a wider audience.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor`s Degree from an accredited four (4) year college or university.
EXPERIENCE
Three to five (3-5) years of experience in a leadership, public relations, coordinator, or similar type of position, including project management and environmental outreach. Experience in preparing presentation materials, writing and tracking grants. Experience or familiarity working with control of invasive species and other watershed management activities. At least one (1) year of experience managing a project and one to two (1-2) years of supervisory experience or professional leadership.
KNOWLEDGE
Knowledge of media relations including preparation of media campaigns and press releases for print and electronic media to create and maintain effective public/community relations aimed at protection of Hawai‘i`s ecosystems or culture.
ABILITIES & SKILLS
Strong organizational ability to plan and execute logistically complex field operations. Strong ability to solve logistical problems and problems related to biological threats. Ability to lead a field crewand work as a team member for safe and efficient field operations. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Abilityto assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review workand evaluate performance, and develop required job competencies of direct reports. Ability to maintain a positive professional attitude in support of a productive work environment. Must have excellent communication and program management skills. Must be able to write clear, concise reports. Must have excellent communication (both verbally and written) and program management skills to guide and implement an education program. Proficient in the use of word-processing, spreadsheet, and presentation programs to producedocuments and reports. (MS Office, Google Suite, etc.). Ability to work effectively with media personnel regarding complex and potentially sensitive issues. Abilityto work effectively in a complex organizational structure, requiring sound decisions regarding priorities and workload. Must possess a valid driver`s license (and if use of personal vehicle on the job is required, must also have valid personal driver`s insurance equivalent to Hawai‘i`s No-Fault Driver`s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire. Must be able to complete basic CPR and First Aid course within three (3) months from date of hire. Must complete the online Hazard Communication training immediately after hire or no later than employee`s initial exposure to hazardous chemicals. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS
Ability to lift and carry up to thirty (30) pounds unassisted. Ability to hike up to five (5) miles and camp in the field.

SECONDARY QUALIFICATIONS:
Education or experience in journalism, marketing, or related field. Knowledge of Hawaiian biota and threats from alien plant and animal invasions in Hawai‘i. Computer skills in presentation software (e.g., PowerPoint), geographic information systems (GIS), databases, and desktop publishing. Experience preparing social media posts for education or outreach.
