Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), working for the Big Island Invasive Species Committee, located in Hilo, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: $3,525/Mon.
DUTIES: Assists with planning, organizing, and carrying out community outreach and environmental education programs and events for BIISC. This may include classroom and field-based workshops and tabling efforts. Ensures successful completion of outreach & education events and participant safety. Records and photographs events. Drives to outreach events. Contacts residents to obtain permissions for survey and control of properties for species of interest. Assists with surveys for plant and invertebrate detections, including working with contracted scent-detection dog teams. Assists with designing displays, presentations, flyers, handouts, brochures, and related materials for use in community outreach efforts. Assists with outreach to community members through email newsletters and social media posts. Ensures that all reporting, data entry, and record keeping for events are maintained. Responds to and documents community reports and inquiries via in-person contact, email, social media, or phone. Work may take place in residential and agricultural areas. Exposure to adverse conditions including extreme heat/cold, heavy rainfall, and mosquitoes may occur, and occasional use of pesticides is required. Requires a flexible work schedule including early morning and late-night hours and frequent weekends. Occasional interisland travel. This is a progression series job in which the employee will be expected to perform with increasing independence on progressively responsible duties. Quantity and quality of work is expected to increase as levels increase. Progression from one (1) level to the next is not dependent on time-in-grade, rather upon employee`s demonstrated abilities, competence, and operational needs. Through experience, demonstrated competence, and operational needs, may be hired at the appropriate level.
PRIMARY QUALIFICATIONS:
EDUCATION
High School Diploma or G.E.D. equivalent.
EXPERIENCE
Progression job with minimum experience requirements for Level I, and combination of experience and demonstrated competence and abilities for Levels II, III. It will assume the employee to start at Level I (unless justified and qualified to start at a higher level). Progression from one (1) level to the next is not dependent on “time-in-grade”, rather upon incumbent`s demonstrated abilities, competence, and operational needs. At least one (1) year of work experience in a position requiring interaction with the general public. Up to one (0-1) year of additional experience working in an education or outreach position.
KNOWLEDGE
Basic knowledge of the environmental and cultural history of Hawaiʻi. Knowledge of and experience using general office software, including Google Suite (Docs, Sheets, Slides) or equivalent.
ABILITIES & SKILLS
Must be able to communicate effectively. Ability to lead volunteers and to assist in field projects and data collection. Must possess a valid driver`s license (and if use of personal vehicle on the job is required, must also have valid personal driver`s insurance equivalent to Hawai‘i`s No-Fault Driver`s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must possess Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee`s initial exposure to hazardous chemicals.
PHYSICAL/MEDICAL DEMANDS
Must be able to carry up to fifty (50) pounds unassisted and over fifty (50) pounds assisted. Must be able to hike long distances (over one (1) mile) over rugged terrain in sometimes rainy, cold, and muddy conditions.
POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:
Knowledge and experience using ArcGIS apps. Skilled in identification of invasive and introduced plant species in Hawaiʻi. Associate`s Degree or higher from an accredited community college in biology, botany, horticulture, entomology, ecology, education or related field. Knowledge of Hawaiian language and culture. Skilled in native Hawaiian plant and animal identification. Knowledge of and experience using email newsletter programs, such as MailChimp or equivalent, to assist with outreach. Knowledge of and experience using desktop publishing software, such as Adobe graphic design programs (Canva design, InDesign, Illustrator, Photoshop, etc.) or equivalent.
