Announcement Type TARP - Direct-Hire Authority (DHA)Position Type PermanentUSACE Organization Pacific Ocean Division (POD) - Honolulu DistrictLocation (City, State) Tripler Army Medical Center, HIPosition Overview / DutiesThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.About The PositionServes as a Civil Engineering Technician in the Area/Resident Office and is responsible for the administration and management of MILCON, reimbursable, non-appropriated, and various other types of funded construction contracts (including, but not limited to HTRW, OPA, DCA, etc.) throughout Hawaii and other islands in the Pacific Basin. Contract types typically include firm fixed priced costs, plus reimbursable and indefinite quantities. The incumbent is responsible for office engineering and related contract-administration functions requiring practical knowledge of engineering principles and theory, construction methods and practices, and Corps of Engineers regulations and procedures including but not limited to: review and evaluation of contractor; construction schedules by Network Analysis Systems and bar-charts; monthly and final contractor payments including Release of Claims, financial close-outs of all completed contracts, documentation and transfer of all real property installed under contracts, identification and resolution of labor violations pertinent to established Department of Labor and the Davis-Bacon Act, contract status reporting, and assisting in the preparation and processing of contract modifications.Major DutiesReviews independent government estimates prepared by Cost Engineering Division to ensure the estimates accurately reflect scope of work and method of construction is reasonably covered by the estimate.Prepares independent government estimates or revisions for proposed contract-change work by verifying the scope of work involved and implementing engineering and construction knowledge to arrive at quantities and associated costs.Considers and implements cost adjustments as necessary to account for contractor-impact delays.Coordinates and assists the government negotiator in clarifying cost estimates during negotiations.Analyzes Network Analysis Systems or bar charts for activity durations, float, and salient features to determine whether the proposed contract change warrants an appropriate time extension to the performance period as well as associated delay costs.Assists in the preparation of the government's negotiation of positions by preparing technical analyses of contractor's proposals, recommending appropriate courses of action, and/or will be provided guidance by negotiators.Conditions of EmploymentAppointment may be subject to a suitability or fitness determination, as determined by a complete background investigation.All positions require the applicant to be a citizen of the United States.Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment.A trial or probationary period may be required.Direct deposit of pay is required.This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.Additional InformationIn addition to the salary, a cost of living allowance (COLA) of 8.64% is currently authorized for this location; subject to change.This position is eligible for situational telework only, including emergency and OPM prescribed “unscheduled telework”.Minimum Experience RequirementsIn order to qualify, you must meet the experience requirements described below.
