Job Title: IT Developer and Programmer

Duration: 12 months
Roles & Responsibilities:
1. System Architecture and Development: Design and develop a modern, integrated system that consolidates nine existing databases (seven Microsoft Access databases and two RBR databases). Build an intuitive, user-friendly interface enabling authorized staff to create, read, update, and delete records without technical expertise. Ensure the system is secure, scalable, modular, and maintainable.
2. User Access and Security: Implement robust role-based access control (RBAC). Provide administrative tools for creating and modifying user roles, adding new users, unlocking accounts, and resetting passwords.
3. Document and Certificate Generation: Develop automated generation of receipts, certificates, and other documents using OHSM-provided templates. Implement automated certificate numbering consistent with OHSM standards.
4. Data Management and Backups: Implement both automated and manual backup mechanisms. Ensure data integrity, validation, and secure long-term storage.
5. Reporting Tools: Build reporting features that allow users to compile, filter, and format data based on selected criteria.
6. Audit Logging: Implement a comprehensive audit trail capturing all system and user activities.
7. Authentication: Integrate Single Sign-On (SSO) for DOH employees, if technically feasible.
8. Data Migration: Extract, transform, and migrate all existing data from the DOS RBR system and seven MS Access databases. Validate and ensure accuracy, completeness, and consistency of migrated data.
9. Training and Documentation: Provide training sessions for OHSM staff. Deliver complete user guides, technical documentation, and training materials.
10. Project Planning and Approvals: Develop and submit a detailed project plan and implementation plan. Obtain OHSM approval prior to deploying system changes or enhancements.
11. Code Transparency and Maintainability: Identify the amount of custom code required. Prioritize configuration-based, low-code, or no-code solutions where appropriate. Ensure the system is maintainable by future DOH staff or contractors.
12. Maintenance and Operations: Provide ongoing support, troubleshooting, and system updates for a minimum of two years following implementation.
13. Progress Reporting and Communication: Provide weekly status updates summarizing completed tasks, upcoming work, risks, and issues. Submit a monthly progress report detailing accomplishments, milestones, challenges, and next steps. Deliver a monthly progress presentation to OHSM leadership or designated stakeholders
