Overview:

TPSi is seeking a detail-oriented and highly skilled Proposal Manager to join our team. In this role, you will be responsible for managing winning proposals in response to government solicitations within the IT contracting space. You will work closely with technical teams, subject matter experts, and senior management to develop compelling, clear, and compliant proposals that effectively communicate our solutions and capabilities to federal clients. The ideal candidate is a proactive team member, strong communicator, organized, and experienced in managing and writing proposals for federal contracts.

Required Qualifications:

  • Exceptional written and verbal communication skills with a focus on clarity, precision, and persuasiveness
  • Proven experience managing, writing, editing, and submitting proposals and RFIs for government contracts, preferably in the IT sector
  • Familiarity with federal contracting processes, including RFPs, RFQs, and other procurement methods including preparing oral presentations
  • Ability to understand and communicate complex technical solutions in a clear and concise manner
  • Strong organizational and time-management skills, with the ability to manage multiple deadlines simultaneously
  • Ability to collaborate effectively with cross-functional teams, including technical experts, legal, and business development
  • Bachelor's degree in a relevant field (e.g., English, Communications, Business, or Engineering) or equivalent work experience
  • Proficiency with proposal development software (e.g., MS Word, MS PowerPoint, MS Outlook, MS Teams, MS SharePoint, Adobe Acrobat, etc.)
  • Attention to detail, ensuring compliance with all solicitation requirements, proposal formatting, and submission guidelines
Responsibilities:
  • Proposal Management: Lead, write, edit, and organize all sections of proposals, including technical, management, past performance, and pricing sections, ensuring clear and compelling responses to government RFPs
  • Collaboration: Work closely with proposal authors, capture managers, subject matter experts (SMEs), and other stakeholders to gather the necessary content and insights for each proposal
  • Compliance & Quality Control: Ensure all proposals meet federal compliance requirements, adhere to RFP instructions, and are submitted on time
  • Technical Understanding: Work with technical teams to translate complex IT solutions into easily understandable language that resonates with government customers
  • Proposal Strategy: Contribute to the proposal strategy by analyzing RFP requirements, identifying win themes, and ensuring alignment between our solutions and the customer's needs
  • Proposal Editing: Review, revise, and format proposal documents to ensure clarity, accuracy, and adherence to RFP guidelines and proposal best practices
  • Proposal Tracking & Reporting: Track proposal progress, communicate with stakeholders regarding deadlines and deliverables, and provide regular updates to the team. Coordinate with internal and external team members including teaming partners
  • Schedule and Hold Proposal Meetings and Working Sessions: Coordinate, schedule, Manage, and Facilitate proposal meetings including stand-ups, kick-offs, solution sessions, and all color team reviews
  • Continuous Improvement: Assist in developing and refining proposal templates, processes, and best practices to enhance the efficiency and effectiveness of future proposals. Assist in streamlining processes and creating innovative ways to enhance proposal operations and development
Preferred Qualifications:
  • Experience working with government agencies or within the public sector, especially in IT-related contracts
  • Familiarity with federal procurement systems (e.g., SAM.gov, FedBizOpps) and regulations (e.g., FAR, DFARS)
  • Experience with proposal writing and management for large-scale, complex IT programs or contracts
  • Knowledge of contract types (e.g., fixed-price, cost-reimbursement) and the implications for proposal development
  • A background in English and technical writing and editing, with the ability to work closely with engineers, IT professionals, and other technical SMEs
