Summary You will serve as a EMERGENCY RESPONSE DISPATCHER for the COMMANDER NAVY REGION HAWAII. Responsibilities You will confirm the location and type of emergency (e.g., type of fire, medical emergency, vehicle accident) to dispatch manpower and vehicles required for the situation. You will monitor the status of emergency services and personnel to determine the availability of fire, medical, and police response units. You will explain information to emergency personnel (e.g., law enforcement, emergency medical services [EMS], fire personnel) to dispatch personnel to the reported incident. You will use a dispatch communication software program in emergency situations to communicate dispatch instructions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Receiving emergency and non-emergency requests by telephone, mobile radio calls, mobile data computers or automatic alarms throughout Navy Region Installations. Determines the response agency and services to be rendered based on the nature of the emergency in accordance with established guidelines; 2) Verifying the location and call back number for a medical patient and determines the severity of the emergency situation using EMD checklists; 3)Utilizing computer database to access and secure security areas, recall logged events, track and relay information on special operations, and maintain alarm location diagrams. Load additional information into database system regarding new building location or changes in function. Update response criteria as required. Specialized experience must demonstrate the following: 1)Communicating via radio with responding personnel to pass pertinent information regarding hazards that may be present at the emergency scene and obtain additional assets if requested by the Incident Commander; 2)Instructing callers in a variety of emergency first aid techniques including but not limited to Cardiopulmonary Resuscitation (CPR), the Heimlich maneuver, opening an airway, controlling breathing, controlling bleeding, emergency childbirth, etc.; 3)Authorizing and validating operational tests of fire and security alarm systems, which report remotely to the Dispatch Center; 4)Maintaining logs, forms and status of security and fire personnel on duty and available using the CAD system Additional qualification information can be found from the following Office of Personnel Management website: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
