Environmental Planner

Tetra Tech is adding an Environmental Planner to provide permitting and compliance services within our thriving Energy Practice. We support a broad range of renewable energy technologies, conventional generation, electric transmission, and emerging technologies such as energy storage and smart grids.

This position is flexible on location but will be associated with either the Honolulu, HI or Portland, OR office.

This role supports land development and energy projects throughout Hawaii, the Pacific Northwest, and the continental U.S., serving both public and private sector clients.

The Environmental Planner will support regulatory permitting and compliance for a wide range of development projects. The Planner will prepare permit applications, conduct environmental studies, support agency coordination, assist with public outreach, and collaborate with multidisciplinary technical teams. This is a dynamic role requiring strong communication, problem-solving, and project coordination skills.

Essential Job Functions:

• Prepare and process county, state, and federal permit applications.
• Conduct studies and resource analysis to support project permitting.
• Coordinate with regulatory agencies at the local, state, and federal levels.
• Support agency consultation and public outreach activities.
• Coordinate with multidisciplinary technical teams and outside contractors.
• Support permitting for land development and energy infrastructure projects.
• Interpret and apply state and county land use codes and regulatory requirements.
• Apply critical thinking and flexible problem-solving approaches to complex permitting challenges.
• Prepare technical documentation and correspondence for regulatory submittals.
• Conduct activities in line with internal procedures, legislation, and industry standards.
• Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
• Work in a safe manner at all times and report all health and safety incidents and concerns.
• Additional duties as required.

Required Qualifications:

• Bachelor's or Master's degree in environmental sciences, urban/regional planning, environmental policy, environmental studies, or a related field.
• 3+ years of relevant experience with environmental assessments and federal, state, and local regulatory compliance/permitting.
• Strong research, analytical, writing, and oral communication skills.
• Ability to work independently and collaboratively across multiple offices.
• Strong task management skills with the ability to scope and manage project deliverables.
• Experience preparing and processing county, state (Hawaii or Pacific Northwest), and federal land use permits.
• Proficiency with Microsoft Word, Excel, PowerPoint, and Project.
• Must possess a valid driver's license with a clean driving record without restrictions.

Preferred Qualifications:

• Working knowledge of NEPA, Oregon EFSC, Washington SEPA, or Hawaii HEPA.
• Experience supporting due diligence and permitting services for energy or development projects.
• Experience with mitigation plans, Habitat Conservation Plans (HCPs), and Endangered Species Act (ESA) permitting.
• Experience leading project development activities including scopes, proposals, and cost estimates.
• Experience developing permit compliance strategies.
• Established agency and client relationships.

Physical Requirements:

• Ability to sit, stand, and work at a computer for extended periods.
• Ability to travel to project sites as required.
• Ability to conduct limited field site visits including walking over uneven terrain when needed.
• Ability to lift up to 25 pounds occasionally.

Work Environment / Environmental Factors:

• Office-based environment with hybrid or remote flexibility.
• Occasional fieldwork in outdoor environments related to project site visits.
• May involve exposure to varying weather conditions during site visits.
• Travel may be required depending on project needs.

Compensation: Pay commensurate with experience.

Pay Range: $75,000-$90,000 yearly

There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience and demonstrated work experience in the above role; skills, certifications, and competencies that align to the specified role; geographic location; and education, as well as contract provisions regarding labor categories that are specific to the position.
