Duties and Responsibilities

1.* Serves as the chief fiscal administrator for the Institute for Astronomy (IfA). Responsible for the overall budgeting and fiscal processing of appropriated funds for the IfA.

2.* Reviews, analyzes, evaluates and develops short and long-range budget proposals (operating and capital improvements), budget requests and proposed expenditure plans.

3.* Prepares, analyzes, and interprets the department's financial condition; monitors financial reports and records, and reports significant changes to senior management.

4.* Reviews, analyzes, evaluates and develops short and long-range staffing requests, budget requirements, program justifications in the context of Legislative decisions, State and University policies, guidelines or instructions and program/project needs.

5.* Reviews and approves financial transactions for programs and operations. Includes interaction and account balance entries with UH system directors and managers.

6.* Serves as the Senior Fiscal Administrator for IfA with $24,999 purchasing authority and p-card, for both the University and the RCUH transactions.

7.Provides in-depth and proactive technical/functional knowledge for staff on emerging financial issues, state funding, charging practices, UH/RCUH transactions, and allowable/unallowable accounting practices.

8.Independently recommends changes to program policies and procedures to improve systems and processes. Sought after 'expert' in terms of funding process, charging practices, capital, construction and G/S/RTRF funding and accounting.

9.Develops formal presentations and recommendations with complex financial analysis, cost impact models, and forecasts to senior management via written and oral reports

10.Develops unique procedures and recommendations to address complex financial analysis, cost impact models, and forecasts to senior management via written and or oral reports.

11.Participates in all IfA audits.

12.* Identifies, documents and monitors internal controls over IfA recharge accounts to ensure compliance with UH's Cost Accounting Standards Disclosure Statement with UH's cognizant agency. Analyzes trends and budgets and recommends annual recharge rates.

13.Provides advice and guidance to Maunakea Shared Services (an RCUH revolving fund) fiscal staff on annual reports and audit issues.

14.* Assists the Administrative Services Manager in overseeing the daily operations and supervision of the IfA-Manoa Fiscal staff. Provides guidance on interpretation of policies and procedures as they relate to travel, procurement, inventory and audit.

15.* Coordinates with the IfA's Human Resources staff, Administrative Services Manager, Director's Office, PIs and senior staff on personnel actions involving assigned program personnel and coordinate the processing of personnel actions.

16.*Coordinates and facilitates training for IfA faculty, staff and administrators on fiscal policies and protocols.

17.Other duties, special projects, detailed reviews, and efforts as needed.

18.Other duties as assigned.

Minimum Qualifications

1.Possession of a baccalaureate degree in Accounting or Business Administration and 6 year(s) of progressively responsible professional experience with responsibilities for fiscal administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

2.Considerable working knowledge of principles, practices and techniques in the area of accounting, financial analysis, and forecasting as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

3.Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with research and state government.

4.Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

5.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

6.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

7.Demonstrated ability to operate a personal computer and apply word processing software.

8.If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Desirable Qualifications

1.Knowledge of UH and RCUH policies and procedures.

2.Work experience at a science/research institute or in a university research environment.
