The immediate vacancies are with the Department of Human Resources Development, Labor Relations Division. Salary: $8,579 to $13,730 per month (EM-03, Minimum to Maximum).

This position is located in the Labor Relations Division of the Department of Human Resources Development. The Labor Relations Division performs work in the following major labor relations functions: collective bargaining negotiations of master agreements; employer-level grievances; administration of contracts and contract interpretation; performance appraisal system. The duties and responsibilities of the position include, but are not limited to, representing the Director of the Department of Human Resources Development in collective bargaining negotiation sessions; serving as the spokesperson for designated bargaining unit(s); participating in the development of employer proposals and counter proposals on cost and non-cost demands made by the unions; conducting research and special projects essential to collective bargaining negotiations; receiving employer-level grievances, meeting with union representatives and/or grievant(s) to discuss grievances and preparing recommendations for adjustment or denial of grievances; providing advice and assistance to departmental representatives on the proper and timely handling of grievances at the division and department levels; preparing answers to questions raised by departmental representatives on specific contract provisions and meeting with departmental representatives to explain contract provisions and to discuss labor relations problems and solutions; providing advice and assistance on the State's performance appraisal system; conducting labor relations training for supervisors, departmental personnel staff, and others; disseminating current, accurate and uniform interpretation of applicable provisions contained in the rules and regulations; and making recommendations on proposed personnel legislation and draft testimony; and perform other related duties as assigned.

To qualify, you must meet all of the following requirements: Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Education: A bachelor's degree from an accredited four-year college or university. Specialized Experience: Three and one-half years of experience in one or any combination of personnel management functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations services, employee development, personnel program development, personnel research, and labor relations. Staff Specialist / Supervisory Experience: Applicants must have had one year of either Staff Specialist or Supervisory Experience in the area of labor relations as described below: A. Staff Specialist Experience: Personnel management specialist and/or labor relations experience performing work regularly encompassing difficult and complex situations and problems with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation; OR Personnel management specialist and/or labor relations experience performing extensive and intensive work on the most complex and difficult assignments in the areas of program development and evaluation; development of new and revised procedures; review of working situations to be sure the departments are following guidelines for sound personnel practices; development of legislative proposals or analysis of the impact of proposed legislation; and conduct of research aimed towards improving the personnel administration system. OR B. Supervisory Experience: Experience in the field of personnel management or labor relations which included: 1) planning and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult problem areas; 4) timing and scheduling their work; and 5) training and developing of new employees. Selective Certification - Labor Relations Experience: Of the three and one-half years of Specialized Experience described above, at least one year must have been in the field of labor relations which included one or any combination of the following labor relations functions: identifying possible alternatives and solutions in resolving labor relations problems; interpreting collective bargaining contracts; conducting staff work for negotiations sub-committees; compiling and analyzing data and information for contract negotiations; drafting suggested language for collective bargaining provisions; and providing advice and assistance on the proper and timely handling of grievances. This experience must have been comparable in scope and complexity to the Human Resources Specialist IV. The Human Resources Specialist IV performs personnel assignments which regularly encompass complex problems combined with the responsibility for management advisory service; and performs other related duties as assigned.
