TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Under the general supervision of the EOEL Director of the Executive Office on Early Learning, the Educational Specialist III:

1. Achievement Focus & Instructional and Learning Leadership

  • Promote the success and well‑being of every child by keeping a clear focus on learning, growth, and achievement.
  • Research, identify, assess, design, create, coordinate, implement, evaluate, and improve the instructional program (curriculum, instruction, assessment) that maximizes learning in the Public Prekindergarten (PreK) program and staff professional growth within and beyond EOEL.
  • Utilize sound early childhood education research, practices, pedagogy, and current early childhood professional standards to ensure developmental, linguistic, and culturally appropriate practices in early childhood education are being employed.
  • Supervise assigned staff in the implementation of the program's professional learning supports.

2. Talent Development

  • Promote the success and well‑being of every child by developing and tapping internal expertise to promote learning, improved practice, and leadership capacity.
  • Research, identify, design, create, coordinate, implement, evaluate, and improve the professional learning opportunities and learning communities for the Early Learning State Office Teachers, DOE public schools that host an EOEL Public PreK program, current and future early learning educators, and the broader early learning community by utilizing internal capacity, community, and national partnerships.
  • Utilize sound early childhood education research, practices, pedagogy, and current early childhood professional standards to ensure developmental, linguistic, and culturally appropriate practices in early childhood education are being employed.
  • Supervise assigned staff in the implementation of the program's professional learning supports.

3. Family and Community Engagement

  • Promote the success and well‑being of every child by engaging the community in a meaningful, culturally responsive environment.
  • Plan for and participate in outreach activities with community partners to provide information on the EOEL Public PreK program.
  • Work with partner DOE schools to develop, implement, and participate in family engagement activities that are responsive to community needs.
  • Evaluate the provision of access for families to a high-quality public PreK program.

4. Resource Leadership

  • Promote the success and well‑being of every child and family by implementing effective and efficient operational systems for an optimal learning environment.
  • Supervise and evaluate ES II, Program Specialist, and clerical staff.
  • Legislative: Prepare plans, reports, legislative testimonies, memos, and other documents as required; submit annual performance reports, memos and other documents; and may offer testimony.
  • Budget: Work on an annual budget, expenditure plans, and monitoring of funds allocated to the EOEL Public PreK account.
  • Agreements: Create, execute, and monitor contracts and memoranda of agreement in partnership with the Director.

5. Communication and Relationships

  • Promote the success and well‑being of every child by developing relationships, soliciting input and articulating ideas in a variety of ways to inculcate support, respect, and trust.
  • Meet frequently with the Director to keep her/him abreast of activities, challenges, and possibilities.
  • Offer clear, consistent, and systemic communication within the EOEL PreK team and with DOE schools with an EOEL public PreK program.
  • Participate in relevant early childhood teams, meetings, and/or groups to support early childhood family engagement, special needs and early intervention, health, mental health and wellbeing, and early learning.

6. Change Leadership & Reflection and Integrity

  • Promote the success and well‑being of every child and family by (a) strategically and systemically adapting to and shaping change and (b) regularly examining decisions and actions to continuously improve while maintaining high ethical standards.
  • Keep abreast of current and significant research and promising early educational practices in early childhood. Consider the findings when developing or aligning content and performance standards, curriculum frameworks, resource materials and instructional tools.
  • Consider needs, goals, objectives, and long range plans to improve child and family outcomes.

7. Performs other related duties as assigned.

Education

Graduation from an accredited college or university with a master's degree in education with specialization in education or a subject field appropriate to the area or areas of assignment.

Desired Education

Master's degree in early childhood or elementary education or education administration OR completion of the HIDOE's Certification Institute for School Leaders.

Experience

Eight (8) years of responsible professional work experience in education of which four (4) years shall have been in teaching and four (4) years in curriculum or program planning, as appropriate.

Desired Experience

Five (5) years as a teacher in early childhood education or elementary education and five (5) years of supervisory experience including, but not limited to, design and implementation of professional development, coaching, mentoring, community engagement/partnerships, program implementation and monitoring.

Knowledge

Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment; principles and practices of supervision.

Desired Knowledge

Basic principles, theories, and practices of education, including curriculum and program planning and development; current principles, theories and practices in early childhood education; principles and practices of public relations and budget preparation; current workforce challenges; community needs and cultural context related to early childhood and Hawai?i.

Ability to

writing; operate computer and other business machines; maintain awareness of developments in curriculum or program areas; deal effectively with federal, state, county and departmental officials in accomplishing program goals and objectives.

Desired Ability to

Work well with diverse groups and deal tactfully and effectively with others; provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; present and explain budgets to public officials and others; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; utilize Google Suite, Webex, Zoom; organize/prioritize work and multi‑task to maintain an effective work pace while working with timelines and deadlines; develop and implement online professional development using appropriate online tools (i.e., Sharepoint, podcasts, voice threads, website, WebEx, webinars, etc.)

SALARY RANGE

EOSR-8, $118,497 to $167,742.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $118,497.

WORK YEAR AND BENEFITS

This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT

Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure.
