This posting seeks to fill at either the Regulatory Analyst II or Senior Regulatory Analyst level; whichever level is most suited to the qualifications of the selected candidate.

REGULATORY ANALYST II

JOB FUNCTION: Supports the coordination of Hawaiian Electric Company's regulatory policies and provides substantive guidance in the preparation, submission, presentation, and execution of regulatory dockets, investigations and other major regulatory matters before the Hawaii Public Utilities Commission (PUC). Reviews and prepares applications, testimonies, and other regulatory documents, ensuring alignment with Company policy, Hawaii regulatory law, and industry standards in other jurisdictions. Assists in interpreting and administering the Company's tariffs.

ESSENTIAL FUNCTIONS:

• Leads the preparation and submission of regulatory dockets to secure timely PUC approvals. Coordinates work, develops schedules, ensures timely submission of required documents, and prepares witnesses for PUC hearings.
• Manages the organization, production and distribution of filing materials, ensuring compliance with Commission rules for both printed and electronic formats.
• Develops regulatory strategies and Company positions. Drafts, reviews and edits applications, testimonies, exhibits, and other regulatory documents, ensuring alignment with Company policies, PUC rules, and relevant legal and regulatory decisions.
• Maintains relationships with the PUC and Consumer Advocate (CA), ensuring compliance with all regulatory filing requirements.
• Provides technical advice and support to other departments, PUC staff, CA staff, and the public on regulatory and tariff matters including rule interpretations, revisions, and administration of tariff changes.
• Drafts or assists in drafting testimonies that reflect Company policy, aligning with legal and regulatory principles and the testimonies of other Company witnesses.
• Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:

Knowledge Requirements

• Working knowledge of accounting, finance principles, typically gained through education or relevant experience.
• Familiarity with regulatory principles and practice, particularly as it relates to Hawaii.
• Working knowledge of economics, engineering, planning, regulatory law, or statistics.
• Proficiency with personal computers and software applications such as spreadsheets, word processing.

Experience Requirements

• Several years (3-5) of regulatory experience, preferably in regulatory matters before the Hawaii PUC, or a similar agency with jurisdiction over electric utilities; or
• Multiple years (5-7) of business or technical experience, ideally in fields such as engineering, accounting, budget, planning, rate analysis, regulatory affairs, economics, or finance.

SENIOR REGULATORY ANALYST

JOB FUNCTION: Provides input to the development of Hawaiian Electric Company (Company) policies relating to regulatory affairs, and substantive direction for the development, preparation, submission, presentation, and execution of non-rate case dockets, related rate case dockets, investigations, and other major regulatory matters before the Hawaii Public Utilities Commission (PUC). Reviews and prepares applications, written testimonies, and other regulatory documents and recommends revisions to be consistent with Company policy, Hawaii regulatory law, and regulatory decisions in other jurisdictions. Assists Director of Regulatory Non-Rate Proceedings Department in the development, interpretation, and administration of the Company's tariffs.

ESSENTIAL FUNCTIONS:

• Leads the preparation and presentation of non-rate case-related dockets to meet the Company's need for timely PUC approvals, including serving as liaison with subsidiaries to facilitate completion of required work, developing schedule for preparation of and ensuring timely submission of requisite documents, and preparing witnesses for appearance at PUC evidentiary hearings. Coordinates, manages and implements the organization, production and distribution/transmission of printed and electronic copies of filing materials in accordance with applicable Commission rules.
• Leads the development of regulatory strategy and Company positions, and drafts, reviews and edits applications, written testimonies, exhibits, work papers and other regulatory documents to maximize persuasiveness for non-rate case proceedings, significant investigations and other regulatory proceedings and recommends changes to be consistent with Company policy, PUC rules, laws and decisions, and regulatory decisions in other jurisdictions.
• Performs similar and incidental duties as required, including development and maintenance of favorable relationship with PUC and CA and ensuring adequate compliance with regulatory filing requirements.
• Assists in the administration of and provides technical advice and information to other Company staff members, PUC staff, CA staff, and the general public on regulatory and tariff matters (e.g., rule interpretation, re-writing rules as necessary, serving as the office of record for tariffs, ensuring timely and accurate administration of tariff changes), particularly with respect to Company Rules.
• Writes testimony in PUC cases to articulate Company policy consistent with and in light of testimonies of other Company witnesses and legal and regulatory principles and considerations. Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:

• Multiple years (5-7) of related business and technical experience, preferably in such occupational areas as engineering, accounting, budget and planning, rate analysis and design, regulatory affairs, economics, or finance.

Hiring Range: The hiring range for the Regulatory Analyst II [Req ID 9993] position is $87,400 to $111,500. The hiring range for the Senior Regulatory Analyst [Req ID 9993] position is $97,900 to $125,000. The person selected will be placed according to his/her skills and qualifications.
