Job Function

Manages the functions and activities for the development, evaluation, negotiation, and administration of energy power purchase agreements under the Energy Contract Management Department. Responsibilities include competitive bidding, feed‑in tariff, bilateral negotiations, and policy management for Oahu, Hawaii Island, and Maui County. Serves as the team lead for multidisciplinary groups and functions as the principal negotiator for the Company.

Essential Functions

  • Negotiates and administers power purchase agreements with independent power producers, cogenerators, and qualifying facilities for Oahu, Hawaii Island, and Maui County, ensuring consistent interpretation, compliance, and proper administration.
  • Collaborates with internal teams and external stakeholders (project managers, lawyers, accountants, officials) to support joint problem solving and effective execution of power purchase agreements.
  • Provides leadership and coordination for renewable energy procurement through RFPs, contract negotiations, and competitive procurement mechanisms.
  • Delivers testifying and technical support to external agencies such as the Hawaii Public Utilities Commission, State Legislature, and legal arbitration bodies.
  • Develops and administers policies, procedures, and reporting for the Energy Contract Management Department, including project status, strategic action plans, budgets, and training requirements.
  • Participates in company emergency response activities as assigned.

Basic Qualifications – Knowledge

  • Bachelor's degree in engineering, business, or related field, or equivalent experience.
  • Working knowledge of renewable energy technologies and utility‑scaled applications.
  • Fundamentals of project management.
  • Knowledge of PUC, environmental, and state/federal regulations related to renewable energy projects.
  • Understanding of typical contract terms and conditions.
  • Proficiency with personal computers, cloud‑based applications, word processing, spreadsheets, presentations, databases, and project management software.

Basic Qualifications – Skills

  • Self‑starter capable of managing multiple projects with competing priorities.
  • Strong written and oral communication skills for a wide range of audiences.
  • Leadership and collaboration skills, including conflict resolution and ability to train team members.
  • Negotiation, influencing, and persuading techniques with sensitivity to confidential information.
  • Analytical and administrative skills for monitoring forecasts and implementing policies.
  • Flexibility to adapt to rapidly changing priorities.
  • Valid State of Hawaii driver's license (required for driving positions).

Experience Requirements

  • Minimum 5–7 years experience in power system planning, design, operations, RFP development, contract negotiation, or business development.
  • Experience using MS Project, Excel, and other information systems.
  • Experience in data analysis or projects related to renewable energy, legal, engineering, or similar fields.
