Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Chief of a branch responsible for managing all phases of the branch contracting functions in the US Army Engineer District, Honolulu. Responsibilities Serves as the contracting officer responsible for preaward and postaward functions involving highly specialized procurement of significant important to the agency. Performs as the advisor to program officials in procurement planning meetings. Performs contract administration. Serves as lead negotiator through planning, approving, and coordinating strategy with negotiation team. Supervises subordinate personnel. Basic Requirement for Contract Specialist: A bachelor's degree (or higher degree) from an accredited educational institution that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Note: You must attach a copy of your transcripts.) AND Have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-year's experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience listed below: Specialized Experience: One year of specialized experience which includes 1) Performing pre and post award functions to procure construction; and 2) Negotiating contract prices and terms. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
