This position is for the Department of Human Resources Development and exempt from Civil Service. It is located in the Employee Relations Division, Personnel Transactions Office in the State of Hawaii Department of Human Resources Development in Downtown, Oahu.

The Employee Relations Division (ERD), Personnel Transactions Office administers a program of statewide services to ensure that personnel actions comply with state and federal personnel laws, state rules and regulations, negotiated labor-management agreements and executive orders; and maintains a centralized, comprehensive employee information system.

Salary: Commensurate with education and experience.

Duties and Responsibilities

The Lead HRMS Business Analyst position is established under the HR Modernization Project as part of the HRMS Optimization Team. The project enables the department to advance the state's human resources management program by supporting recruitment, employee claims management, technology integration and analytics, and process reengineering. The primary purpose is to lead the examination of the current HRMS and its integration with payroll, time and leave and other systems to identify opportunities to streamline processes, implement efficient workflows, and utilize human resources data in support of DHRD program direction, plans and initiatives.

Recommended Qualifications

Knowledge, Skills, Abilities and Personal Characteristics

  • Knowledge of employment practices in HR, benefits, payroll, and time and leave management; basic understanding of laws and regulatory requirements related to these functions; familiarity with FLSA, state wage and hour rules, contractual payment rules and guidelines; and with workflow analysis, business process analysis and business modeling tools.
  • Ability to analyze, classify and document business requirements and functional design specifications; work with State stakeholders to communicate system updates to users; manage competing priorities; drive results through a multi-disciplinary team with matrixed reporting relationships.
  • Strong professional presence with the ability to communicate effectively with diverse audiences; good people management and project management skills; ability to build productive working relationships and present project status and benefits to all levels of the enterprise.
  • Ability to translate business processes into specific written requirements and logic for system specifications and design; excellent writing skills and technical aptitude.

Desirable Qualifications

  • Bachelor's degree in human resources, management information systems, computer science, business applications, or related field.
  • Five (5) years of related professional experience and/or training in HRMS analyses or related supervisory experience; preferred experience in PeopleSoft.
  • Project Management Professional (PMP) Certification.
  • Business Analysis (ECBA, CCBA, or CBAP) Certification.

Other Information

This position is exempt from the civil service and considered temporary in nature. If appointed, employment will be at-will and may be discharged at any time by the department head or designee.
