Overview: This posting is being used to fill various Engineer positions at the specified location. The authorized level of the position is Engineer V. Applications are being accepted down to the Engineer IV in the event of recruiting difficulties.

Salary Range: The posted salary range indicates potential compensation, not necessarily starting salary. New external hires typically begin at the initial step. Placement above the initial step may be considered based on position requirements, exceptional qualifications, budget availability, and other relevant factors, all requiring prior approval. Current Hawaii State Department of Education employees will be placed according to Department regulations and applicable collective bargaining agreements.

Engineer IV, EN-24: $8,289.00 - $10,580.00 per month
Engineer V, EN-26: $8,951.00 - $11,427.00 per month

Examples of Duties

  • Positions that serve as technical experts in a specialized area or program function perform staff advisory, consulting and reviewing duties and direct and work with a staff of specialists as assigned in long-range planning, research and/or development of specific projects, programs and functions.
  • Supervisory positions: initially reviews projects received, plans methods of approach and makes work assignments to employees supervised for most effective use of abilities and time; keeps informed on latest developments in the area of specialization and advises employees supervised of current data; solves engineering problems referred for help, advising on appropriate methods and techniques to be used and applicability of precedents, but recognizing when problems should be referred to other engineers or higher authority; ensures coordination of the work with related projects both within and outside the section; reviews technical reports, project data and completed work submitted by subordinates for technical accuracy, adequacy, validity of conclusions, conformance to policies and regulations, consistency of test results and feasibility of recommendations made; recommends priority and duration of assigned work; prepares budget estimates for major and long-range projects; performs personnel management functions such as selecting employees and evaluating performance, taking disciplinary action as required, and training new employees in the methods and techniques to be followed in accomplishing assignments; initiates and prepares technical reports and correspondence.

Minimum Qualifications

Basic Education/Experience Requirements: All applicants must meet one of the requirements specified in A, B or C below:

  • Graduation from a school of engineering in an accredited college or university. Note: For some positions, graduation from an accredited college or university with a degree in physics, mathematics or chemistry may be accepted as qualifying, provided the applicant has had at least 15 credits in engineering sciences, common to all engineering disciplines, e.g. thermodynamics, statics, electrical science, applied mechanics, engineering drawing, strength of materials, etc.
  • Administrative, professional or technical experience involving the application and knowledge of the fundamental physical and mathematical sciences underlying professional engineering including physics, chemistry, mathematics through integral calculus and engineering sciences such as statics, dynamics, strength of material, thermodynamics, fluid mechanics and engineering drawing and other specialized courses to one of the branches of engineering.
  • A combination of college training in engineering and experience mentioned in B above substantively equivalent to completion of a college training leading to a Bachelor's degree in engineering.

Experience Requirements: Except for the substitutions provided for in this specification, applicants must have had progressively responsible experience of the kind and quality described below and in the amounts shown in the following table. For Engineers IV and V levels, at least one year of the required engineering experience must have been experience comparable to the next lower level.

  • Engineer IV: 3 years engineering experience; 0 supervisory/ staff advisory/ admin experience
  • Engineer V: 4 years engineering experience; 0 supervisory/ staff advisory/ admin experience (supervisory potential may be considered)

Examples of qualifying professional engineering experience include the development and design of machines, equipment, structures or systems; original research; administration of engineering programs and projects; interpretation of system requirements; evaluation or survey of engineering projects; and related activities involving engineering principles and decisions.

Substitutions Allowed: Master's degree in Engineering may substitute for one year of Engineering Experience. Excess Supervisory, Staff Advisory or Administrative Experience may substitute for Engineering Experience on a year-for-year basis. Professional Engineering License Requirement: For the Engineer IV and higher levels, applicants must possess a Hawaii State Certificate of Registration as a professional engineer.

Driver's License Requirement: Applicant must have a current, valid driver's license.

Supplemental Information: Salary is based on full-time employment and includes any applicable differentials. Applicants must meet all requirements as of the date of the application. Calculation of experience is based on full-time 40-hour workweeks.

Temporary Positions: Temporary positions may be extended year to year, dependent upon funding and departmental needs. Temporary employees may be eligible for promotions and transfers to permanent positions under applicable policies.
