PRIMARY FUNCTION
The Assistant Chief Financial Officer (Assistant CFO) supports the Chief Financial Officer (CFO) in managing all financial operations of the organization. This position provides leadership and direction to the accounting and financial reporting functions, ensuring accuracy, compliance, and operational efficiency. The Assistant CFO plays a key role in budgeting, financial planning, internal controls, and grant compliance, while overseeing the daily activities of the accounting team. This position partners closely with the Front Desk and Billing Manager to align revenue cycle operations with financial reporting and cash management objectives.
The Assistant CFO serves as the secondary point of contact for external auditors, banks, consultants, and funding agencies, and acts as the financial lead in the CFO's absence.
POSITION REQUIREMENTS
- Excellent working knowledge of Generally Accepted Accounting Principles (GAAP) issued by the Financial Accounting Standards Board (FASB) and other relevant regulatory bodies.
- Strong understanding of financial management techniques, accounting systems, and best practices within healthcare and nonprofit industries.
- Demonstrated analytical and problem‑solving capacity; able to interpret complex data and develop clear, actionable insights.
- High level of business acumen, ethical conduct, and strategic thinking in decision‑making.
- Advanced interpersonal and communication skills, including professionalism, humility, and emotional intelligence.
- Skilled in accounting, payroll, and financial reporting software; proficient in Microsoft Office Suite, particularly Excel.
- Strong organizational and time‑management abilities with capacity to perform under deadlines and manage multiple priorities effectively.
- Mathematical and abstract aptitude, with logical thinking processes and attention to detail.
ESSENTIAL DUTIES AND FUNCTIONS
Financial Operations & Reporting
- Oversee the daily operations of the accounting department, ensuring accurate and timely processing of financial transactions, reconciliations, and reports.
- Maintain the integrity of the general ledger and oversee month‑end and year‑end close processes.
- Prepare financial statements and management reports for review by the CFO and executive leadership.
- Ensure proper classification and reconciliation of all balance sheet accounts and grant‑funded programs.
- Support the CFO in presenting financial information to the Finance Committee and Board of Directors.
Budgeting, Forecasting & Analysis
- Assist in developing the annual operating and capital budgets, incorporating trend analysis, projections, and historical performance.
- Monitor budget‑to‑actual results and provide variance analysis and recommendations.
- Contribute to financial forecasting, cash‑flow projections, and scenario planning to support management decisions.
Grants, Compliance & Cost Reporting
- Assist with HRSA and other grant compliance, including cost principles, allowable expenses, and timely drawdowns.
- Prepare supporting documentation for the UDS, FSR, and other required federal and state reports.
- Support preparation of annual cost reports, tax filings (Form 990), and single audit requirements.
- Monitor grant budgets with program managers to ensure timely utilization and compliance with award conditions.
Internal Controls & Process Improvement
- Maintain and strengthen internal control systems, policies, and procedures.
- Identify and implement process improvements to streamline workflows and improve accuracy.
- Participate in financial system enhancements, automation, and integration with other platforms (e.g., MIP, ADP, HCN).
Leadership, Supervision & Team Development
- Supervise and mentor the accounting team, ensuring proper training, performance management, and accountability.
- Foster a culture of collaboration, continuous improvement, and professional growth across the finance department.
- Coordinate with the Front Desk and Billing Manager to ensure accurate and timely billing, posting, and revenue reconciliation.
- Model professional communication and effective conflict resolution while maintaining awareness of organizational structure and reporting lines.
- Demonstrate mindfulness, self‑awareness, and emotional intelligence in fostering strong and cooperative working relationships.
- Serve as Acting CFO when delegated.
Audit & External Relations
- Prepare audit schedules, provide supporting documentation, and coordinate audit fieldwork.
- Assist the CFO in communications with external auditors, consultants, lenders, and other partners.
- Support the CFO in maintaining relationships with financial institutions and funding agencies.
Ethics, Safety, and Compliance
- Adhere to professional and organizational standards of ethics, confidentiality, and compliance, following all applicable federal and state laws and internal policies.
- Attend required safety, compliance, and in‑service trainings, as well as additional training sessions approved by the CFO or CEO to enhance knowledge and skills.
- Perform other related duties as assigned or deemed appropriate by the CFO or CEO.
QUALIFICATIONS
Education
- Bachelor's degree in Accounting or Finance required.
- CPA preferred.
Experience
- Minimum of five (5) years of progressive accounting experience.
- Minimum of three (3) years in management or supervisory capacity.
- Experience in nonprofit healthcare or FQHC setting preferred.
Knowledge, Skills, and Abilities
- Thorough understanding of GAAP, OMB Uniform Guidance, and nonprofit accounting principles.
- Strong analytical, organizational, and problem‑solving skills.
- Advanced proficiency in Microsoft Excel (PivotTables, formulas, V‑Lookups) and financial software (MIP preferred).
- Knowledge of HRSA, CMS, and other funding agency reporting requirements.
- Proven ability to lead, train, and motivate staff.
- Excellent written and verbal communication skills; ability to present complex information clearly.
- Strong integrity, judgment, and attention to detail.
