Overview

Animal Control and Protection Officer II - SR-16

Base pay range and County of Hawaii provided pay range information are included as part of the job posting. This position has three immediate vacancies in the Animal Control and Protection Agency and is a career ladder position toward Animal Control and Protection Officer III, SR-18.

Responsibilities

  • Responds to requests for animal control and protection services and enforces compliance with applicable laws and regulations governing humane care, control, protection, and impoundment of animals.
  • Initiates and conducts investigations of limited complexity; prepares reports; maintains accurate case files and records.
  • Humanely captures and removes stray, uncontrolled, injured, or abused animals and transports them to the shelter for impoundment; enters information and photographs kennel animals; identifies shelter animals with proper tags.
  • Humanely euthanizes sick, injured, and/or dangerous animals when required; appears in court for testimony as needed.
  • Takes appropriate action in the removal of dead or injured animals from property; participates in shelter meetings, outreach, and educational events; informs the public about laws governing animal treatment and responsible pet ownership.
  • Inspects equipment and vehicles; maintains records and inventory; operates a vehicle for work-related travel.
  • May assist with training lower-level staff and performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience

  • Graduation from high school, and
  • Three (3) years of experience handling animals, of which)
  • One (1) year shall have involved the enforcement, interpretation, or application of animal control laws, ordinances, regulations, or policies and procedures, and
  • Possession of a valid State of Hawaiili driver license (Class 3) or any other valid comparable driver license at the time of filing.

Note: CAETA Certificate of Completion is required prior to completion of probation, and CPR/AED/First Aid Certificate is required prior to completion of probation.

Examination: All applicants who meet minimum qualifications will be assigned a score of 70 points; an education and experience evaluation will be conducted.

Knowledge and Abilities

  • Knowledge: laws, codes, ordinances, rules and regulations; safe handling and restraint of animals; investigation techniques; animal species knowledge; basic computer use and report writing.
  • Ability: interpret and enforce laws; capture, handle, restrain, and transport animals; remain calm in confrontational situations; develop relationships with staff and the public; communicate clearly in writing and verbally; conduct investigations; operate a vehicle safely.

Physical Requirements: Must meet health and physical condition standards with or without reasonable accommodations. Heavy physical effort required.
