Job Title: Director - Intellectual Disability Services

Location: Honolulu, Hawaii

Schedule: Full Time. Core hours are between 7:30am and 4:30pm, Monday to Friday. Evening and weekend hours are required as needed for the demands of the job. Travel may be required.

Summary: As a member of Goodwill senior management team, the Director will have overall strategic and operational responsibility for Goodwill's Disability Services. You will work collaboratively to develop and implement departmental and programmatic strategic initiatives through planning, coordinating, and directing. You will also conduct social advocacy and policy efforts for disability programs in Goodwill and within the community. You will ensure Mission Services goals and objectives are accomplished within prescribed time frames and funding parameters by performing the following duties personally or through subordinate supervisors.

Essential Duties:

  • Provides effective and inspiring leadership, as well as stewardship, to Disabilities programs by being actively involved in all responsible programs and services. Implements and leads a continuous quality improvement process throughout the program and service areas and promote regular and ongoing opportunities for all staff to give feedback.
  • Oversees the development and implementation of all Intellectual/Developmental Disability Service programs to ensure they meet contractual and Goodwill specifications and expectations. Ensures all external and internal reports are complete on time. Conducts monthly and quarterly audits of responsible programs. Develop and implement corrective actions as needed.
  • Ensures employees are engaged and demonstrates positive outlook towards Goodwill's mission. Provides in-service training for employees. Responsible for the recruitment, hiring, supervision, training, evaluation and development of staff in the Disability Services programs.
  • Establishes service quality standards, develops budget and cost controls, and establishes a mechanism to track and meet staff ratio requirements.
  • Directs compliance of personnel requirements as specified in program contracts. Works with Human Resources department to track and maintain records such as required certifications, clearances, and verifications to make sure all contractual requirements regarding personnel and training are met.
  • Identify opportunities for Goodwill Mission Services to leverage cross-program strengths to take advantage of new opportunities and/or address organizational challenges. Review, evaluate, and develop new opportunities. Recommend alternative methods and procedures in solving problems and meeting changing market opportunities as needed.
  • Demonstrates organizational savvy and commitment to Goodwill's mission by supporting other Goodwill departments and participating in various organizational functions e.g. Goodwill Goes Glam, employee recognition week, VITA, participant success stories etc.
  • Establishes and maintains relationships with other agencies and organizations in community toward meeting community needs and services.
  • Responsible for assuring all stipulations of funding sources, contracts, accreditation, certifying and monitoring bodies are met. Serves as the coordinator for the department's CARF accreditation process.
  • Establishes, directs, implements and reviews the department's outcome based measurement system, consumer and referral satisfaction systems, reports annually on the results and makes recommendations for improvements to the VP of Mission Services.
  • Conducts work in a safe and responsible manner, utilizing protective clothing and/or equipment when appropriate. Complies with all safety standards.
  • Responsible for awareness of and adherence to all company and safety policies and procedures.
  • Ensure client confidentiality is maintained in accordance with contract, State, and Federal law including HIPAA.

Minimum Qualifications:
  • B. A. with at least eight years related experience or Master's degree (M. A.) with at least four years related experience.
  • CPR/First Aid certification
  • T.B. Clearance
  • Current driver license
  • Access to an insured vehicle
  • Proof of auto insurance
  • Clean traffic abstract.
  • Must be able to pass/provide a criminal history inquiry and Adult Protective Services and Child Welfare Services checks that meets Goodwill's and Medicaid Waiver standards.
