Overview
We are seeking a Bilingual (English–Japanese) HR & Administration Manager to lead strategic and operational initiatives across Human Resources, Payroll, Recruiting, and Facility Operations. This role partners with executive leadership to align HR programs with organizational goals, ensure compliance with U.S. employment regulations, and cultivate a safe, efficient, and positive workplace environment.
You will oversee a cross-functional team including an Admin and Payroll Specialist, an Admin/Recruiting Specialist, and a Facility Operations Supervisor, providing leadership, coaching, and support to drive operational excellence and employee engagement.
Base pay
$65,000.00/yr - $90,000.00/yr
Responsibilities
- Lead the development and execution of HR strategies and programs aligned with company objectives.
- Manage the full employee lifecycle — recruitment, onboarding, training, performance management, and offboarding.
- Oversee payroll operations and compliance, partnering with Finance and external providers to ensure accuracy and timeliness.
- Provide specialized HR and payroll support for Japanese expatriates, ensuring compliance with tax and immigration requirements.
- Ensure HR policies and practices comply with all applicable U.S. federal, state, and local laws.
- Promote a positive and inclusive workplace culture through effective communication, engagement, and employee relations.
- Lead organizational change initiatives to support growth and cultural alignment.
- Maintain and update HR policies, procedures, and the employee handbook.
- Advise managers and employees on HR, compliance, and workplace matters.
- Coordinate visa and immigration documentation for Japanese assignees.
Qualifications
- Experience: 5–8 years of progressively responsible experience in Human Resources and/or Administration.
- Language Skills: Professional proficiency in both Japanese and English (verbal and written).
- Certifications: SPHR and/or SHRM-SCP strongly preferred.
