DUTIES SUMMARY: Under the general direction of the Chief, Assistant Chief and Administrative Specialist II of the Division of Road Maintenance (DRM), operates in a staff capacity with continuing responsibility for assisting in the coordination and execution of the internal administrative affairs of the Division. This includes the Division's base yard operations and programs; assists management in providing a wide variety of administrative services to effectively and efficiently plan, program and direct the Division's operations; ensure in the adherence to applicable safety practices, rules, and procedures, and performs all duties safely and acceptably to ensure the safety of self, co-workers, and the general public. Performs other related duties as required.
MINIMUM QUALIFICATIONS: Training and Experience : A combination of education and experience substantially equivalent to graduation from an accredited four-year college or university with a bachelor's degree in business or public administration or a related field and two years of professional work experience in budget administration, personnel management, or management analysis.
License Requirement : Possession of an appropriate valid driver's license, as required.
Knowledge of : Basic principles and practices of public administration, including personnel management, budget and fiscal administration, organization and method analysis; municipal government organization, functions, and operations; contractual provisions governing public employment; precedents applicable to assignments received; methods and techniques for evaluating and analyzing facts, information, and issues to resolve problems; research and statistical methods and techniques; report and letter writing.
Ability to : Analyze and evaluate administrative problems, operations, programs, and fiscal information; read, understand, and analyze written material; gather, compile, summarize, and evaluate facts and operational, statistical and financial data; exercise sound judgment in interpreting and applying concepts, principles, techniques, methodology of management, rules, regulations, policies, and procedures to work situations; develop appropriate solutions or improvements to operations and make appropriate recommendations; write complete, concise, and accurate reports; establish and maintain effective working relationships; communicate effectively, both orally and in writing.
