Salary: $5,369 to $6,535 per month (SR-22, Step D to I)

Duties Summary


Responsible for the proper functioning of the formal inmate grievance and appeals process for a Correctional Facility of considerable size and scope; and performs other related duties as assigned.



Minimum Qualification Requirements


To qualify, you must meet all of the following requirements:


Legal Authorization To Work
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Education: A bachelor7;s degree from an accredited four-year college or university.


General Experience: TWO YEARS AND ONE- HALF (2-1/2) YEARS of progressively responsible professional work experience which:



  1. involved eliciting facts and information orally and in writing, applying problem solving methods to evaluate problems and situations, and identifying and recommending effective solutions.

  2. demonstrated the ability to deal effectively with others, utilizing tact and discretion in obtaining the cooperation and confidence of fellow workers, clients, and others; and

  3. demonstrated the ability to prepare clear, logical, and impartial written reports and recommendations.


Specialized Experience: In addition, either concurrently or separately, ONE (1) YEAR of work experience which provided general knowledge and understanding of Correctional Facility Organization and Activities; and the Civil Rights and Privileges of Inmates.


Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements, will apply.


Driver's License: Applicants must possess a valid driver's license at the time of appointment.


Other Requirements: All applicants who are conditionally offered employment or conditionally approved for movement into this position shall be subject to drug screening, as required by Federal, State or local laws, or departmental policy; and will be subject to an intensive background check.


Prison Rape Elimination Act (PREA) Requirement: As required by the Prison Rape Elimination Act of 2003 (PREA), Federal law states that "an agency shall not hire or promote anyone who may have contact with inmates and who:"



  • Has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution.

  • Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent.

  • Has been civilly or administratively adjudicated to have engaged in the activity described in #2 above.

  • Has been the subject of substantiated allegations of sexual abuse or sexual harassment or resigned during a pending investigation of alleged sexual abuse or sexual harassment.
