Recruitment Number 25-190LM, Juvenile Counselor I (Male/DL), SR-16, Honolulu, Oahu. Immediate temporary/on-call vacancies.

Work Location: The positions are located at the Home Maluhia (shelter) located in Honolulu, Oahu.

Gender-Specific Positions: The positions require the employee to be of the same gender (male) as that of the client being served.

Shiftwork: The positions require incumbents to work on a rotating shift basis. You must be willing and able to work weekends, nights, holidays, rotating shifts, and work outside of normally scheduled work hours.

Intermittent (on call) Work Hours: Some positions are identified as intermittent (on call) for work scheduling purposes. Intermittent (on-call) work hours vary from 0 - 40 hours per week dependent on the needs of the department. For such positions, you must be willing and able to work weekends, nights, and holidays.

Summary of Duties

Performs therapeutic counseling and allied rehabilitative services of a simple nature in accordance with defined policies and procedures and specific supervisory instructions, for juveniles requiring temporary shelter in a non-secured facility; interviews juveniles to obtain background and other pertinent information; assists in the investigation, evaluation, and assessment of the juvenile's background; makes recommendations on referrals to standard community resources and on treatment/rehabilitation; prepares case records and reports; and performs other duties as required.
Minimum Qualification Requirements

Education Requirement: Graduation from an accredited four (4) year college or university with a bachelor's degree which included a minimum of twelve (12) semester credit hours in a social science.

Excess work experience as described under Specialized Experience below, or any other responsible administrative, professional or analytical work experience which provided knowledge and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a bachelor's degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Specialized Experience (for education substitution): Progressively responsible professional experience involving counseling to individuals and/or their families which demonstrated the application of the knowledge of the behavioral and social sciences. Examples of qualifying experience are performance of duties such as educational counseling and/or guidance, vocational rehabilitation, psychological or pastoral counseling, probation or parole services counseling.

NOTE: Applicants who will graduate with a bachelor's degree with at least 12 semester credits of social science coursework may apply within three months prior to graduation. If you are selected, we will need an original official transcript (not a copy) indicating the completion of the required coursework and the awarding of the degree.

Selective Certification Requirement - Driver's License: Due to the driving duties of the position, applicants must possess a valid and unexpired driver's license to operate a motor vehicle.

Testing Information:

1. Applications will be evaluated to determine whether you meet the minimum qualification requirements and public employment requirements.
2. Qualified applicants will be notified by email to schedule an Attitudinal Test. The Attitudinal Test will be administered in Honolulu, Oahu only. Candidates must report for the exam in person. Due to the confidentiality of the test materials, the Attitudinal Test is not available online or administered out-of-state.
3. Only applicants who pass the Attitudinal Test will be eligible for employment consideration.

Prison Rape Elimination Act (PREA) Requirement: In accordance with the PREA Federal law, the Hawai`i State Judiciary shall not hire or promote anyone who may have contact with detainees in juvenile facilities and lockups, with inmates detained in a prison or jail, or with residents of community confinement facilities who:

a. Has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution;
b. Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse;
c. Has been civilly or administratively adjudicated to have engaged in the activity described in b above; or
d. Has been the subject of substantiated allegations of sexual abuse or sexual harassment, or resigned during a pending investigation of alleged sexual abuse or sexual harassment.
