Overview

We are seeking an experienced and visionary Director of Contracts to lead our organizations contract strategy and operations. You will be responsible for developing and implementing robust contracts and procurement functions that align with our overall business objectives and drive value across the organization. The Director of Contracts oversees the management and execution of commercial and military ship repair purchases, subcontracts, and contracts up to $100M in value. The ideal candidate thrives in a dynamic, fast-paced environment with full responsibility for the successful outcome of every transaction. This position requires excellent communication and leadership to establish and maintain relationships with customers, subcontractors, vendors, owners, managers, estimators, engineers, supervisors, and production workers. Experience with government contracts, FAR, and DFARS is preferred. You will oversee and manage all aspects of government contracts, ensuring compliance with regulations, maximizing opportunities, and driving successful contract execution.

Essential Duties & Responsibilities

  • Develop and execute a comprehensive procurement strategy that optimizes cost savings, supplier performance, and risk management.
  • Lead and manage the contracts department, providing guidance, mentoring, and fostering a culture of excellence and collaboration.
  • Establish and maintain strategic relationships with key suppliers, negotiating contracts, and managing vendor performance to ensure quality, cost-effectiveness, and reliability.
  • Drive continuous improvement initiatives in procurement processes, systems, and policies, leveraging technology and best practices to streamline operations and enhance efficiency.
  • Collaborate closely with internal stakeholders to understand their procurement needs and ensure alignment with business objectives.
  • Implement and enforce contracts policies, procedures, and controls to ensure compliance with regulations, standards, and ethical practices.
  • Provide strategic guidance to senior management on contracts-related matters, including budgeting, forecasting, and resource allocation.
  • Oversee the entire lifecycle of government contracts, from proposal development and submission to contract negotiation, execution, and closeout.
  • Support the companys efforts to maintain compliance with all applicable laws, regulations, and contractual requirements related to government contracting, such as FAR and DFARS.
  • Establish and maintain strong relationships with government agencies, prime contractors, and subcontractors, serving as the primary point of contact for contract-related matters.
  • Lead the development and submission of proposals for government contracts, working with cross-functional teams to ensure competitive and compliant bids.
  • Negotiate contract terms, conditions, and pricing to achieve favorable terms while mitigating risks and ensuring contract performance.
  • Monitor contract performance, deliverables, and financials, taking proactive measures to address issues, mitigate risks, and ensure contract compliance.
  • Collaborate with internal stakeholders such as legal, finance, and program management to ensure alignment and coordination on contract-related matters.
  • Stay up-to-date with changes in government contracting regulations, policies, and practices, and provide guidance and training on compliance requirements.

Education/Training/Skills

  • College Degree; Advanced Degree or JD preferred.
  • Minimum 5 years of Procurement and/or Contracts experience.
  • Strong business acumen with the ability to align contracting strategies with broader business objectives and financial goals.
  • Excellent negotiation and relationship management skills with a focus on strategic supplier partnerships.
  • Analytical mindset with the ability to analyze complex data, identify trends, and make data-driven decisions.
  • Exceptional communication and influencing skills for collaboration with stakeholders at all levels.
  • Experience leading and managing government contracts teams with a track record of successful contract execution and compliance.
  • Strong understanding of proposal development, contract negotiation, and contract administration principles and practices.
  • Strong analytical and problem-solving skills for complex contract requirements.
  • Proficiency in using government contract management tools and systems.

Qualification/Requirements

  • Must show proof of legal right to work in the United States and US Citizenship due to security clearance required for base access.
  • Must be able to obtain a Transportation Worker Identification Credential (TWIC) and a DBIDS credential to access Navy base.
  • All candidates must submit to and pass a post-offer drug screening and background check.
  • Valid State of Hawaii REAL ID-Compliant Drivers License in good standing or a valid U.S. Passport in addition to a valid Hawaii Drivers License (if REAL ID not held).
