Founded in 1981 and headquartered in Honolulu, serving as a statewide coalition of youth-serving organizations. Its mission is to promote the wellbeing of youth and strengthen families and communities through leadership, collaboration, capacity-building, and advocacy.

HYSN provides immense value to the community and the State of Hawai'i by fostering collaboration among youth-serving organizations, amplifying their collective impact. It creates a platform for sharing resources, best practices, and innovative solutions to address the unique challenges faced by Hawai'i's youth.

By advocating for policies and programs that prioritize young people, HYSN strengthens the support systems that empower youth to thrive. It also plays a critical role in building connections between organizations, ensuring that services are accessible, equitable, and culturally relevant.

Key Focus Areas & Programs

  1. Training & Technical Assistance – Strengthening member agencies through organizational development and capacity building

  1. Needs Assessment & Policy Planning – Conducting assessments and supporting policy development for youth and family programs

  1. Coalition Building – Conduct and facilitate statewide efforts in:

o Runaway & Homeless Youth services

o Teen pregnancy and STI prevention

o Bullying and violence prevention

o Foster care and juvenile justice reform

  1. Systems Coordination – Facilitating interagency collaboration through forums (e.g., HI-SYNC) to align service delivery for youth with complex needs

  1. Advocacy & Youth Engagement - Organizing the annual Children and Youth Summit to elevate youth voices and legislative advocacy

  1. Membership & Network -

Comprised of 100+ member organizations, including shelters, counseling providers, substance abuse programs, youth advocacy groups, and educational services

Acts as a hub connecting 2,500+ youth workers and educators across Hawaii and the Pacific, facilitating resource-sharing, training, advocacy, and professional development

POSITION SUMMARY

Under the supervision of the President of the Board of Directors, the Executive Director serves as the Chief Executive Officer for the Network. In this role she or he is responsible for the implementation of the policies as defined by the Board in keeping with the mission, values, philosophy, and vision of Hawaii Youth Services Network.

KEY RESPONSIBILITIES

Administration

  • Cultivate and maintain professional relationships with the Board of Directors and committee members.
  • Develop and oversee comprehensive orientation and training programs for board members, staff, and volunteers.
  • Monitor industry trends and developments to inform organizational strategy.
  • Lead public relations efforts through targeted outreach, promotional materials, and media engagement.
  • Advise the Board on policy development, assist in policy formulation, and ensure effective implementation of adopted policies.
  • Communications and Networking
  • Facilitate robust communication, collaboration, and partnerships among youth-serving organizations.
  • Increase visibility of HYSN by promoting membership and engagement within the youth services sector.
  • Ensure that staff, volunteers, and public officials are well-informed about HYSN's offerings.
  • Respond promptly and professionally to inquiries from members and partner organizations.
  • Provide onboarding and support to new HYSN members.
  • Plan and host networking events to strengthen community connections.
  • Coordinate solicitation and distribution of in-kind donations to support member organizations.

Public Policy & Advocacy

  • Monitor emerging policy issues and inform stakeholders of relevant developments and responses.
  • Lead discussions with HYSN members and other youth-serving organizations to prioritize advocacy initiatives.
  • Manage HYSN's advocacy activities, including legislative outreach, event planning, and issue briefings.
  • Represent HYSN within task forces, coalitions, and policy committees.
  • Cultivate and maintain relationships with key public policy decision-makers.

Training & Technical Assistance

  • Assess training and professional development needs across youth-serving staff and volunteer teams.
  • Design and lead workshops and conferences to address identified needs.
  • Partner with external organizations to enhance training offerings.
  • Provide technical support to HYSN members and other youth-serving entities upon request.

Fund Development & Financial Management

  • Support the Treasurer and Finance Committee in oversight of organizational finances.
  • Develop, manage, and monitor program and organizational budgets.
  • Coordinate collaborative fundraising efforts, including grants and development activities.
  • Research new funding opportunities and present options to the Board for consideration.
  • Supervise the preparation and submission of grant applications and funding proposals.

External Relations

  • Act as HYSN's representative in community, regional, and national forums, including conferences and speaking engagements.
  • Engage in community needs assessments, strategic planning, networking, and advocacy through partnerships with related organizations, coalitions, and committees.

MINIMUM QUALIFICATIONS

  • Master's degree preferred in human services or related field; equivalent experience accepted.
  • Proven background in advocacy, budgeting, grant/federal-state contract management, and nonprofit operations. Familiar with non-profit, government, and youth serving organizations.
  • Deep understanding of Hawaii's legislative and human services systems.
  • Strong organizational and communication skills; familiar with accounting and office software.
