TYPE OF APPOINTMENT ISSUED:This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Hawaiian Education Director of the Office of Hawaiian Education, the Educational Specialist II:
1. Provides leadership in the planning, design, implementation, and evaluation of the State of Hawai'i DOE, K-12 Hawaiian Studies Program, with a priority focus on programs governed by BOE Policy 105-7. Develops and/or enhances instructional programs, projects, practices, and policies to ground them to Hawai?i content and context. Keeps abreast of and disseminates information regarding new content knowledge related to BOE policy 105-7, especially significant research results and promising educational advances in Hawaiian culture, language, and history.2. Maintains, monitors, expands and supports for Kupuna Component & ?Aina Aloha. Develops, implements, monitors, and evaluates ?Aina Aloha professional development opportunities for DOE staff.3. Prepares and executes program implementation plans, budgets, expenditure plans/reports, contracts, memorandums of agreement, program related reports, DOE memos, testimonies and other information as necessary for the Superintendent, Governor, legislature, Board of Education, or as requested.4. Serves as an active member of HIDOE cross functional teams, in conjunction with OHE leadership team and staff, related to Hawaiian education implementation for K-12 students and DOE staff to advance the goals of BOE policy 105-7. Manages state office Resource Teachers by providing direction, oversight, support, and evaluation.5. Provides consulting, coaching, training, resources, and other services to district/complex areas, schools, state offices, and others as requested pertaining to the Hawaiian Studies Programs.6. Serves as a liaison between HIDOE, the University of Hawai'i, and other state governmental agencies, community groups, professional organizations, professional community service providers, out-of-state agencies, and organizations in the area of Hawaiian education.7. Performs other related duties as assigned.Education:Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area(s) of assignment.
Education Substitution: Bachelor's degree form an accredited college or university or valid certificate/license in education plus two (2) additional years of relevant experience in education or a subject field appropriate to the area of assignment.Experience:Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Experience Substitution: Nine (9) years of responsible work in P-20 eduction including non-profit/non-governmental experience and public administration with a focus on Hawaiian education, project and change management.
Desired Experience: Teaching Hawaiian education content and curriculum in any K-12 classroom.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.Knowledge:Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Foundations of indigenous and cultural approaches to design for curriculum, instruction, and assessment; principles of learning and adult learning theory; foundations of education and pedagogy for a Hawaiian language medium context, Hawaiian culture, and history; Hawaiian culture protocol; federal native education.Ability to:Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
Desired Ability to: Collaborate and work well with others; efficient organizational skills and time management; proficiency in Google and/or Microsoft office; Hawaiian language proficiency and fluency (successful completion of fourth year Hawaiian language course work at the university level); proficiency and competency in ?Aina Aloha and HA.SALARY RANGE:EOSR-7, $113,660 to $160,893.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $113,660.WORK YEAR AND BENEFITS:This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
