Summary

You will serve as an ENVIRONMENTAL PLANNER in the Environmental Business Line, Environmental Planning Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. This interdisciplinary position will be filled in one of the following job series: Community Planner (0020), Biologist (0401), Environmental Engineer (0819), or Physical Scientist (1301).

Duties

  • You will represent the Navy in meetings and conferences with DOD senior leadership, activity personnel, and elected/appointed officials at local, regional, state, and federal levels.
  • You will review Navy shore facilities planning documents (master plans, capital improvement plans, special studies, construction and repair projects, and site approval requests).
  • You will serve as contract COR and/or CTO COR for complex AE contracts for environmental planning services.
  • You will lead an individually chartered team to complete NEPA documents.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You must obtain and maintain a valid U.S. driver's license.

  • You will complete training, obtain, and maintain a government credit card for travel.
  • This position may require travel to CONUS and OCONUS sites, including remote or isolated locations, and extended periods on military and commercial aircraft.
  • You will complete ethics orientation and submit a Financial Disclosure Report within specified timeframes.
  • You must complete 80 hours of continuous learning credits every 24 months.
  • Occasional travel of 2-7 days, with overnight travel by air approximately 25% of the time.

Qualifications

This position has a selective placement factor for the 0819 series: a current license as a Professional Engineer (PE) by any State, District of Columbia, Guam, or Puerto Rico.

Your resume must demonstrate at least one year of specialized experience at or equivalent to GS-12, including overseeing NEPA applications, reviewing NEPA documentation, and applying knowledge of natural resources management, biological, and physical sciences.

Education

For Series 0020: A community planning degree or related discipline with at least 12 semester hours in planning, socioeconomic, and physical elements of planning, or a combination of education and experience as specified.

For Series 0401: A degree in biological sciences, agriculture, natural resource management, chemistry, or related discipline, with at least 24 semester hours in relevant fields, or equivalent experience.

For Series 0819: A professional engineering degree, licensure as a PE, or equivalent qualifications as detailed above.

For Series 1301: A bachelor's degree or higher in physical science, engineering, or mathematics, including 24 semester hours in relevant science or engineering courses, or equivalent education/experience.

This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled.
