CIS Housing Navigator – Oahu

Are you passionate about helping individuals with serious mental health conditions secure and maintain stable housing? Mental Health Kokua (MHK) is seeking a CIS Housing Navigator to join our Oahu team. In this pivotal role, you'll deliver outreach and housing navigation services, connect clients with essential community resources, and serve as a trusted advocate on their path to recovery and long-term stability.

CIS Housing Navigator Responsibilities

  • Manage a caseload of approximately 15 clients receiving housing navigation support
  • Meet with each client at least four times per month to identify goals and reduce placement barriers
  • Build and maintain strong relationships with landlords, property managers, and housing programs
  • Assist with housing applications, lease paperwork, and preparing for move-in (ID, transportation, and household needs)
  • Support clients in budgeting, understanding lease responsibilities, and maintaining housing stability
  • Apply motivational interviewing and harm reduction strategies to encourage ongoing engagement
  • Collaborate with case managers, community mental health providers, and the Continuum of Care (CoC)
  • Accurately document all services in HMIS and NextStep within required timeframes
  • Track and report on housing placements, retention outcomes, and program performance
  • Educate clients on tenant rights and responsibilities, and connect them to local support resources

CIS Housing Navigator Qualifications:

Minimum:

  • High school diploma or equivalent
  • At least three (3) years of experience in human services, case management, or housing support

Preferred:

  • Bachelor's degree in Social Work, Psychology, Human Services, or related field
  • Experience supporting individuals with behavioral health needs or housing insecurity
  • Familiarity with HUD housing programs, landlord engagement strategies, and HMIS data entry

Skills & Attributes

  • Strong interpersonal, communication, and negotiation skills
  • Ability to build trust with clients and advocate effectively with landlords
  • Understanding of tenant rights, housing barriers, and local housing market trends
  • Comfortable working independently in community-based settings
  • Proficiency in Microsoft Office and case documentation systems

Additional Requirements

  • Criminal background clearance
  • Drug and alcohol screening
  • Valid Hawaiʻi driver's license and clean driving record
  • CPR & First Aid certification
  • Two-step TB clearance or chest X-ray
  • Reliable vehicle with current registration, inspection, and insurance
