Introduction

This position reports directly to the Associate Vice President for Legal Affairs and University Deputy General Counsel and provides legal advice and services to University executives and units, focusing on land use and transactional matters.

Major Duties and Responsibilities

Legal Services

• Provides legal services to the Board of Regents, university officials, and staff.
• Reviews and approves contracts related to land use and real property transactions, advising on legality and form.
• Drafts and reviews business transaction documents and legal opinions.
• Performs legal research, analysis, and provides training on legal matters to university personnel.
• Attends Board of Regents meetings to provide legal information and summaries.
• Advises on laws of statewide concern, including compliance, legislative proposals, and interfaces with federal agencies.

Representation

• Assists in representing the university in court and administrative hearings.
• Represents the university in matters with external agencies, including state and federal entities.

Other Duties

• Maintains legal case records and stays updated on legal developments.
• Provides status reports to university leadership and responds to inquiries.

Minimum Qualifications

• Law degree from an accredited institution.
• Admission to the Hawai‘i State Bar and licensed to practice in Federal District Court.
• Minimum of five years' experience as a licensed attorney, including land use and transactional work.
• Effective communication skills and ability to work independently and as part of a team.
• Experience in contract review, drafting, and advising on business and real estate transactions.
• Knowledge of Hawaii state laws and legislative processes affecting public agencies.

Preferred Qualifications

• Experience with legal issues facing public higher education institutions, including research, FERPA, Title IX, procurement, cybersecurity, and Native Hawaiian matters.
• Proficiency in Microsoft Word, Excel, Adobe Acrobat, and Google Workspace.
