Job Title: Contracts Specialist
Duration: 24 Months Contract
Pay Rate: $27/ Hour on w2 without any benefits.
JOB DESCRIPTION:
The primary function of the Contracts Specialist position is to develop, compile, review, and monitor requests for information (RFD, requests for proposals (RFP), contracts, and contracts modification for the purchase of services. The position ensures contracts are in compliance with State, federal, departmental and divisional rules, regulations, and statues, and meets fiscal and budgetary restrictions.
Major Duties and Responsibilities:
- Develops and drafts RFls and RFPs (excluding scope) in close coordination with staff responsible for the specific service and other appropriate staff.
- Finalizes RFls and RFPs for review and comment by the appropriate staff and for review and approval by the Administrator prior to public issuance.
- Distributes public notices of the issuance of RFls and RFPs and distributes RFls and RFPs to all interested parties in coordination with Central Administrative Services (CAS).
- Reviews and compiles information provided by potential applicants and interested organizations in response to the issuance of RFls for review by the appropriate staff including, but not limited to, proposed modifications to the provision of services and proposed changes to the structure and requirements of the RFP.
- Coordinates and participates in the reviewing of proposals including the scheduling of reviews, distributing proposals, and preparing the proposal review recommendations.
- Prepares the draft Statements of Findings and Decisions for review for budget and procurement concerns by CAS, for supervisory review and approval.
- Develops and drafts contracts in accordance with departmental and divisional policies and procedures.
- Coordinates with CAS on the development and finalization of contracts relative to the method of procurement, the times of performance, the availability of funds, the source of funds, and the appropriate method of compensation.
- Drafts contracts and contract modifications utilizing the scope of service specifications from staff and submits finalized versions of contracts for supervisory review and approval.
- Revises and finalizes contracts and contract modifications incorporating changes identified and recommended by the Administrative Services Office and the Department of the Attorney General.
- Coordinates with CAS on the distribution of copies of all finalized contract documents to ensure the timely and accurate issuance of requisitions, purchase orders, and payments.
- Provides proper and timely notification to contracted purchase of service (POS) providers for all proposed contract modifications.
- Monitors POS providers on the signing and executing of contracts and contract modifications.
- Updates required contract information in required databases and the quality management program as requested to ensure accurate contract data, reporting, and the use of management information.
- Prepares reports as assigned; collects, assimilates, analyzes; and reports on individual, aggregate, internal, and external RFI, RFP, and contractual activities.
- Performs other duties as assigned.

d) Minimum knowledge, skills, and education and/or experience:
Education
- Graduation from an accredited four (4) year college or university with a bachelor's degree.
- Excess work experience or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study white completing a college or university curriculum leading to a baccalaureate degree may be substituted on a yearfor-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
f) Hours of work:
In general, work hours will be State business hours, 7:45 am — 4:30 pm, Monday through Friday (excluding State of Hawaii holidays). Flex time will be allowed as operationally appropriate and approved by supervisor.
g) Expected length of assignment: Now through June 30, 2027.
h) Job related attire. Business casual.
