Job Summary

The Site Safety and Health Officer (SSHO) is responsible for managing occupational safety, health, and industrial hygiene functions for the Red Hill Program. This role ensures full compliance with EM 385-1-1 Section 1 and 29 CFR 1926.16 requirements. Reporting directly to the Program Manager/Site Manager and indirectly to the Corporate Environmental, Safety and Health (ESH) Director, the SSHO plays a key role in cultivating a strong safety culture, promoting compliance, and driving continuous safety improvement across the project.

Key Responsibilities

  • Implement and manage a compliant safety program as required by EM 385-1-1 and 29 CFR 1926.16.
  • Provide on-site safety oversight, ensuring a minimum of one Competent Person is always present when work is performed.
  • Serve as the primary safety lead on the project, or ensure an equally qualified alternate is on-site at all times.
  • Oversee and report on safety performance metrics to meet industry and corporate safety objectives.
  • Promote and train workforce in safety principles, fostering a positive and proactive safety culture.
  • Plan, coordinate, and oversee all safety and health program activities as mandated by the corporation.
  • Conduct facility audits and surveys to evaluate compliance and identify risk areas.
  • Support development and implementation of corrective action plans in collaboration with project management.
  • Provide expert guidance on worker protection standards and regulatory changes.
  • Monitor and report on ESH metrics and quarterly progress updates.
  • Oversee the Occupational Health Program, identifying job-related exposure risks.
  • Analyze accident and injury data to determine root causes and trends; support mitigation strategies.
  • Review operational plans to ensure safety requirements are addressed during project start-up and close-out.
  • Develop, monitor, and report on corporate safety performance metrics.
  • Perform additional duties as assigned.



  • Required Qualifications
  • Bachelor’s degree in Safety and Health, Environmental Science, or a related field.
  • Note: Two years of relevant experience may substitute for each year of education if a degree is required.
  • Minimum of 4 years of related experience.
  • Completion of OSHA 30-Hour Construction Safety Course or equivalent.
  • Ability to conduct increasingly complex assignments and contribute to team deliverables.
  • Not concurrently serving as the Project Manager.



  • Preferred Qualifications
  • Degree in Safety and Health or related field.
  • Experience supporting federal or military contracts is a plus.

  • Certifications
  • Certified Safety Professional (CSP) – Required
  • EM 385-1-1 Certification – Required
  • OSHA 30-Hour Construction Safety Training – Required
  • Ongoing competency through a minimum of 24 hours of formal safety and health-related training every four years – Required



  • Experience
  • Minimum of 3 years of experience in preparing and enforcing safety programs on contracts of similar size and complexity.
  • Alternatively, 3 years of relevant experience if possessing a CSP or a safety and health degree.
  • Must have demonstrated experience leading site safety on complex construction or industrial projects.
  • Responsible for providing comprehensive safety oversight and ensuring continuous compliance with federal safety regulations.
