TYPE OF APPOINTMENT ISSUED:This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Complex Area Superintendent of the Kailua-Kalaheo Complex Area, the District Educational Specialist II:1. Professional Development -Manages and coordinates training and consultation for literacy plans (i.e., ELL School Plans), programs, and assessments. Provides professional development by training, coaching, and supporting teachers and schools with early literacy programs and instructional practices.2. System Monitoring - Collaboration with other program leads to create, develop and implement evidence-based, research-based and data-driven literacy supports at the elementary and secondary school levels within the HMTSS and State Literacy Plan framework. Monitors and assists with literacy assessments through technical assistance, coordinating data collection and analysis. Administers regularly scheduled assessments of schools' implementation of multi-tiered systems of support to monitor fidelity and progress. Provides guidance for schools to continuously improve support systems, data collection, and processes.3. Coaching and Consultation - Coaches appropriate staff throughout the Kailua-Kalaheo Complex Area on classroom-based literacy interventions, supporting teachers and school personnel through training on multi-tiered system frameworks that incorporate assessment, data analysis, progress monitoring, school literacy programs, and curriculum.4. Collaboration for HMTSS - Works in concert with other educational specialists in the complex area, particularly in the areas of HMTSS reading, to develop and promote a coordinated, integrated framework that addresses the learning and behavioral needs of all students (e.g., especially our ELLs). Collaborates across the school community and DOE schools/departments in need of support to determine appropriate technical assistance strategies. Connects stakeholders to resources, information and research from within the agency, and across the education sector to help schools and systems solve targeted instructional challenges.5. Performs other related duties as assigned.Education: Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
Desired Education: Graduation from an accredited college or university with a master's degree in education with specialization in a literacy/TESOL/ and or reading specialist.
Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Desired Experience: Supervisory work experience including, but not limited to, professional development facilitation, coaching and mentoring.
Knowledge:Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods and materials pertinent to one or more subject matters and/or program areas of assignment; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.
Desired Knowledge: Curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; current principles, theories and practices in the specialized area of responsibility, including developmentally appropriate practices in instructional planning, curriculum, pedagogy and formative assessment in the area of literacy.
Ability to:Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and/or program areas of assignment.
Desired Ability to: Develop, analyze and evaluate plans, programs and procedures; maintain awareness of developments in curriculum or program areas; coaching and designing professional development opportunities for educators (i.e., teachers to administrators).
SALARY RANGE:EOSR-7, $113,660 to $160,893.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $113,660.WORK YEAR AND BENEFITS:This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
