Duties and Responsibilities:

The Construction Manager will oversee designated construction projects, ensuring compliance with NAVFAC's BPMS, NETOPS, and other contractual and regulatory requirements. Responsibilities include:

  • Review and coordinate RFIs, consolidate responses, and prepare recommendations for approval.
  • Conduct Quality Assurance of contractors' quality control programs and document findings.
  • Monitor environmental compliance and document all findings.
  • Review construction submittals such as schedules, safety plans, quality control reports, and environmental plans, providing notes and recommendations.
  • Perform field investigations to assess existing conditions.
  • Report environmental threats, cultural resource issues, or endangered species concerns immediately.
  • Update project status and contractor reports weekly.
  • Document and report non-compliance issues to the Government Construction Manager.
  • Monitor testing and surveying activities and coordinate inspections and utility outages.
  • Assist in mishap investigations and coordinate key project inspections.
  • Review construction plans for constructability and analyze delays or claims.
  • Participate in meetings, prepare minutes, and assist with coordination of construction activities and inspections.
  • Monitor contractor progress against KPIs and document accordingly.

Minimum Qualifications:

  • Experience as a Construction Manager or Engineer with increasing responsibilities.
  • Effective communication skills in English, both oral and written.
  • Current NAVFAC or USACE Construction Quality Management (CQM) certification; must obtain if not current within 30 days of award.
  • Physical ability to perform site inspections, including walking, climbing, and other physical activities.
  • Ability to obtain and maintain a DoD CAC, including passing necessary background checks.
