Recruitment Number 25-135TO, Human Resources Specialist V (Labor Relations), SR-24D ($6,043 per month) to SR-24K ($7,952 per month)*, Honolulu, Oahu.

Summary of Duties
This position is located in the Labor Relations Division of the Judiciary Human Resources Department and serves as a staff specialist in labor-management relations, carrying out the most difficult and complex assignments. This position provides advisory services and assistance to senior executives and administrators, staff, managers, and supervisors on matters involving individual employee problems, employee relations issues, labor-management issues, and contract interpretation and administration; provides expert advice and staff support to the Administrative Director of the Courts or designee in formal grievances received at the Employer level; researches and handles the most complex and difficult grievances; and independently negotiates with the unions, supplemental agreements and settlement agreements.
This position also serves as the Judiciary representative in negotiations of master agreements; serves as a staff specialist providing expert advice with regard to the Family and Medical Leave Act and the Hawaii Family Leave Law; and assists with administering the Judiciary's Leave Sharing Program; and performs other related duties as assigned.
Minimum Qualification Requirements
Education Requirement: Graduation from an accredited college or university.
Progressively responsible experience in administrative, professional, investigative, technical or other responsible work which has provided a general background in the field of management, education, training or human resources administration may be substituted for the bachelor's degree on a year-for-year basis. Experience of a routine clerical nature is not qualifying.
Specialized Experience: Three and one-half (3-1/2) years of professional work experience in one or any combination of human resource (HR) management functions; i.e., recruitment, placement, examinations, position classification, compensation or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations and human resources research.
Such experience must show ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a human resources program, and to suggest practical solutions, and otherwise to accept responsibility in the field of human resources administration.
Clerical experience in a human resources program involving work which is limited to the application of human resources rules, regulations and procedures in support of the human resources functions described above is not qualifying.
Selective Certification Requirement: This position performs work regularly encompassing the most difficult and complex situations and problems, and is responsible for furnishing advisory services and assistance to management on matters involving individual employee problems, employee relations issues, public sector labor-management issues and contract interpretation and administration. In order to satisfactorily perform the position's duties and responsibilities at job entry, candidates must meet the education and experience requirements for the class, Human Resources Specialist V, and also meet the following:
Of the three and one-half (3-1/2) years of Specialized Experience, at least two (2) years of progressively responsible professional work experience in the field of public sector unionized labor contract administration and employee relations which demonstrated substantial knowledge and application of labor relations management principles and practices to complex cases with no clear precedents, OR demonstrated progressively responsible professional work experience conducting administrative investigations which provided knowledge of public sector collective bargaining agreements, grievance procedures and personnel policies and procedures.
Note: There is no educational substitution for the Selective Certification Requirement.
Substitution of Education for Specialized Experience:
1) Possession of a Bachelor's degree from an accredited college or university in personnel administration, personnel and industrial relations or human resources management may be substituted for six (6) months of the Specialized Experience.
2) Possession of a Master's degree from an accredited college or university in personnel administration, personnel and industrial relations or human resources management may be substituted for one (1) year of the Specialized Experience.
3) Possession of a Ph.D. degree from an accredited college or university in personnel administration, personnel and industrial relations or human resources management may be substituted for two and one-half (2 1/2) years of the Specialized Experience.
