Works out problems largely on own initiative and acts independently to perform quality assurance and safety assurance functions but keeps supervisor appraised on any controversial issues and/or policies of an unusual nature. Completed work is reviewed in the form of reports, correspondence, etc., that are referred to the supervisor for signature.As the senior construction representative, the incumbent is responsible for assigned function of surveillance of contract operations of both HTRW mitigation and military construction projects located within the assigned area. Primarily responsible for surveillance, monitoring and controlling major military projects to include conventional buildings of all types. These facilities are varied and may include dormitories, mess halls, special purpose monitoring buildings, special purpose training buildings, maintenance shops, parking areas, general and special utility systems (including heating, air conditioning, electrical, etc), underground tank removal, HTRW cleanup on civil or military facilities, research and testing facilities, Army range areas and facilities, laboratories, offices, and related facilities found on a military installation and projects to include flood control levees and channels, building and relocation of roadways and highways involving asphalt and concrete paving, placement of culverts, excavation, etc., the construction of bridges, reinforced concrete piers and deck structures; construction of access roads, recreation facilities and service roads, sidewalks, fencing guard railing and related construction. May also be assigned similar duties for other agencies such as IRS, GSA, EPA, NOAA, etc. As required by the workload and scheduling, incumbent may be responsible for directing the activities for one or more subordinate employees performing inspection and surveillance of an assigned segment of a major project. Also serves as the local expert in the field of construction safety and quality assurance. Advises the Resident Engineer on recommendations for safe construction practices, inspects all project sites for compliance with safety regulations and requirements, coordinates with Resident Engineer, Team Leader, Project Engineers, and Construction Representatives concerning specific project safety and quality assurance.Maintains surveillance, on a day-to-day basis, over the full range of field engineering activities associated with specific phases of a major military construction project:Reviews plans and specifications for proposed projects to determine practicability from a construction viewpoint and whether physical obstruction or other construction difficulties have been anticipated.Participates in pre-construction conferences to discuss principle construction features and requirements, in terms of methods and equipment operations.Reviews specifications for clearing of land, excavation, building of access roads, materials testing requirements, storage or stockpiling of materials, use of and location of borrow and spoil areas, and surveying requirements as to setting stakes to mark pertinent features. Request services of surveying specialist prior to, during and after construction.Reviews contractor's proposed working schedules for logic, adequacy, and to determine construction schedules will be met. Discusses discrepancies with contractor and arrives at a mutual agreement for adjustments in schedules.Observes and investigates construction at all stages to identify problems, take timely action to correct discrepancies, and to ensure full compliance with contract plans and specifications. Also, to adjust construction methods for unforeseen site conditions.Compiles at-the-site data and makes recommendations for contract modifications to solve problems requiring design changes, changes in materials or construction methods and extensions of time. Discusses the problem with supervisor and presents details of the situation. Reviews proposed modifications from the viewpoint of costs and quantities of materials.Reviews contractor's payment estimate submittals, progress measurement data, and reports of materials and equipment used, against information shown on field inspection and survey reports and recommends approval or disapproval.Ensures adherence to safety regulations in day-to-day construction activities. Conducts periodic safety meetings for the Government and contractor personnel. Attends safety meetings conducted by contractor's representatives and acts as advisor on all safety matters.Monitors contractor's quality control program.Participates and is actively involved in project scope, time, cost, and quality issues to meet customer/partner expectations. Supports DDE (PPM) as required on technical issues.Performs as a quality assurance representative on projects which may include Hazardous, Toxic and Radioactive Waste (HTRW) remediation. Activities are performed at known or suspected HTRW sites and require oversight of contractor mitigation activities. Signs hazardous waste manifests or hazardous material shipping documents as required. Accomplishes training requirements for the activity and participates in a medical surveillance program. Wears protective equipment as required.Has at-the-site authority to:Make controlling interpretations of intent of plans and specifications and/or whether methods employed meet requirements of contract specifications.Determine contractor's operations comply with wage and hour, equal employment opportunity and other labor laws and regulations.Determine if contractor is properly recording work accomplished and materials used.Organize, assign and control work of inspectors, representatives, technicians and engineering aids at the project sites.Determine need for major changes and recommend their approval by the Resident Engineers.Performs related administrative work such as:Preparing daily report of activities which includes instruction to contractor representative, quantities of pay items placed, weather conditions, progress of construction, reasons for delay and any unusual problems encountered.Reviewing "as-built" drawings to ensure changes in plans and specifications have been accurately noted.Provides expertise and guidance concerning safety and quality assurance to all sections and personnel under the purview of the area office. Advises and makes recommendations to the Resident Engineer concerning construction safety and quality assurance. Inspects all job sites regularly for compliance with applicable regulations. Assists other project offices with safety matters and quality assurance. Responsible for observing all safety rules, regulations and directives applicable to the work assignment.Performs other duties as assigned.Other Conditions And RequirementsThe incumbent is required to possess and maintain a valid state driver's license in order to perform site visits.Temporary Duty (TDY) travel is 15% of the time.Due to the strenuous nature of this position, the incumbent may be required to meet certain medical requirements (be free of any health or medical conditions that would prevent the employee form performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, Etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions that require special handling.
