Grants Compliance Manager (SR-26)

Description:

Oversees and monitors Federal, State, and County grant management activities for all County departments to ensure compliance of funding requirements and applicable laws and regulations; supervise subordinates as required; and performs other related duties as required.

Distinguishing Characteristics:
This class is distinguished by its responsibility for ensuring compliance of funding requirements for all Federal, State, and County grants for all County departments.

  • Develops and coordinates Federal, State, and County grant management policies, procedures, and practices;
  • Monitors and ensures compliance of all funding requirements and applicable laws, regulations, and policies for Federal, State, and County grants;
  • Works with County departments in performing final review of completed Federal, State, and County grant awards, making appropriate and necessary adjustments or disallowances, and processing close-outs; reviews all grant demand forms from the departments to ensure that the account entries are accurate, valid, and timely;
  • Conducts periodic audits of selected Federal, State, and County grant awards to ensure compliance with terms and conditions;
  • Identifies potential problem areas with Federal, State, and County grants, and develops, implements, and monitors procedures to improve grant administration and assist the departments;
  • Performs quarterly reviews and monitors status of all Federal, State, and County grants to ensure timely closure of grants;
  • Assists the Accounting System Administrators with the preparation and review of the Schedule of Federal Grant Awards (SEFA) on an annual basis; works with County departments to remediate any SEFA audit findings;
  • Facilitates periodic training for County grant managers to ensure Federal, State, and County grant compliance;
  • Performs other related duties as required.

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in business or public administration, economics, sociology, or a related field, and four (4) years of professional administrative or analytical work experience, which shall have involved monitoring, evaluating, and/or administering grants.

License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).

Knowledge of: Principles and practices of public administration, supervision, public relations, and grant funding; federal/state statutes, regulations, and the terms and conditions of its federal awards applicable to its federal programs; grant administration and applicable standards relative to Federal, State, and County regulations, policies and procedures; research methods; statistical analysis; effective communication techniques for both oral and written presentations; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications.

Ability to: Supervise, assign, and review the work of others; conduct research, compile data, and make sound recommendations; interpret and apply applicable laws, codes, and regulations; time management; communicate effectively orally and in writing; prepare reports; deal tactfully and professionally with the public and others; establish and maintain effective working relationships; operate a personal computer using a variety of software applications.
