Pay Band ADuties and Responsibilities(*Denotes Essential Functions)
- *Provides direct System-level Human Resources (HR) support to assigned units on the full range of technical and administrative HR management services.
- *Assists in providing guidance and consultative services in all areas of HR including recruitment and selection, APT salary placement, benefits, classification and compensation, labor relations, staff development, etc.
- *Serves as HR Point of Contact (POC) for designated units in the University System, exercising increased functional independence in evaluation and addressing a broad range of HR related issues.
- *Assists with ensuring propriety and compliance with applicableFederal and State laws, university and UH policies and procedures, and acceptable HR practices.
- *Assists in providing labor relations support to System and Campus offices, including conducting investigations as needed.
- *Assists in providing technical advice and assistance to HR representatives, supervisors and managers regarding HR issues, classification and compensation, misconduct, and employee performance evaluations including extensions and notice to improve performance, and terminations due to performance, or misconduct.
- *Prepares, reviews, audits and executes appropriate HR documentation ensuring propriety and compliance with applicable collective bargaining provision, university policies and procedures, Federal and State laws, etc.
- *Reviews position requests; assists with analysis and update of position duties; and oversees recruitment efforts; and other HR actions.
- Assists in reviewingreorganization and organizational chart updates from a HR classification, supervisory, and position use perspective.
- *Participates in special projects in areas of human resources management. Requires timely and thorough research analyses, extraction of pertinent information and data, and development of recommendations to improve operational efficiencies.
- *Keeps abreast of emerging HR legislation, policies, procedures and practices.
- *Uses discretion and tact in handling sensitive and confidential information when responding to inquiries and requests for information.

Minimum Qualifications
Possession of a baccalaureate degree in human resources management, business administration, education or related field and 0 years of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.Functional knowledge of principles, practices and techniques in the area of human resources management demonstrated by knowledge, understanding and ability to apply concepts, terminology.Functional knowledge and understanding or principles, theories, federal and state laws, rules, regulations and systems associate with human resources management.Demonstrated ability to problems, identify possible causes and resolve the full range problems that may commonly occur in the area of human resources management.Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.Demonstrated ability to operate a personal computer, apply word processing, spreadsheet, and presentation software.Ability to exercise tact, confidentiality, sound discretion and judgement and timeliness in performance of work.Ability to embrace, apply, and use technology to maximize effectiveness and efficiency.Desirable QualificationsKnowledge of the University organizational structure and administrative policies and procedures.-----------------------------------------------------------------------------------------------------------

- *Uses discretion and tact in handling sensitive and confidential information when responding to inquiries and requests for information.
