Overview

This position is for the EB Maintenance & Modernization Site in Honolulu, HI.

Responsible to the Chief Test Engineer (CTE), this role is primarily for a mechanical & electrical deck plate test engineer. As a test engineer, you will be responsible for performing & directing testing of submarine systems and components as specified within required test documents, as well as assisting the CTE in setting work assignments and priorities.

Responsibilities include, but are not limited to:

• Determining workload and test priorities based on project schedules managed by Alteration Installation Team (AIT) Lead(s).
• Determining & managing the acquisition and maintenance of departmental test equipment.
• Developing Work Authorization Forms (WAFs) to conduct work on ships systems in accordance with Ship Alteration (ShipAlt) Technical Work Documents (TWDs) and verification that work boundaries are safely isolated and tagged out IAW Tag-out Users Manual (TUM).
• Maintaining qualifications & training, while also ensuring that all work onboard assigned ships is conducted safely and in accordance with Joint Fleet Maintenance Manual (JFMM) and EB policies & procedures
• Perform collateral duties as needed to support work as an off-site department such as Work Package Control (WPC), deck plate surveillances, and quality review of technical work documents (TWDs).
• Coordinating work & testing amongst various on-site EB trades, supervision, and senior management. There will also be extensive coordination between shipyard and ships force personnel.

Candidates must be willing to travel as part of fulfilling this role. Travel may be expected for up to 1 year at a time, and must be able to travel anywhere within the continental United States or Guam.

Technical Ability:

Responsibilities include verifying TWD scope is safely and properly isolated prior to work authorization. Candidate must have technical aptitude and professionalism to coordinate with other Electric Boat departments, Shipyard personnel, and other industry partners to deconflict work controls and testing priorities. Responsible to audit and ensure proper documentation of contracted work to include Special Emphasis Programs (SEPs) such SUBSAFE, Fly By Wire and Deep Submergence Systems Scope of Certification (DSS-SOC) Objective Quality Evidence (OQE).

Individual will be responsible for safe conduct of Test Phase Task Group Instructions (TGIs) to include fluid system flushes, hydrostatic, continuity, insulation resistance, fiber attenuation and insertion loss, fluid/air system flow verifications and system operational testing. The work is onboard submarines, in the roles of Test Director, Test Engineer and Work Controls Repair Activity Representative. The candidate will ensure work is performed efficiently and must have a thorough knowledge of electrical, piping, ventilation, mechanical processes, procedures and components.

This is not an entry-level position.

• Must be proficient in the use and understanding of SPARS, 7G, ELCADD, ATIS and Task Group Instructions (TGIs)
• Must be able to read and understand mechanical & electrical diagrams in order to properly tag-out systems for safe work execution
• Must have trade technical background in order to properly execute testing, and be able to properly perform an adequate pre-job brief prior to conducting testing
• Must possess strong public speaking skills in order to present status of work to large audiences that may include EB management, shipyard personnel, and ships force personnel
• Must be detail oriented and organized in order to properly coordinate work in a complex matrix environment, while ensuring all test detail requirements are met and adhered to
• Must have working experience on Special Emphasis Programs (SEPs) SUBSAFE/DSS-SOC/FBW-SFCC

Qualifications

Required:

• High School Diploma
• 1+ years of experience working with Electric Boat in Hawaii, or working with Pearl Harbor Naval Shipyards C/246
• 4+ yearsof related experience
• Must possess an active DoD Secret Security Clearance
• Must be willing to travel and work overtime & weekends as required to support project demands

Preferred:

• 4+ years prior Navy experience
• 4+ years prior Electric Boat experience
• Proficient with use of CITIS
