DUTIES SUMMARY

is position provides subject matter expertise and furthers program development under the general direction of the Executive Director of the Hawaii State Fusion Center, and the general laws of the State. Guided by the policies of the Department and State and Federal laws, this position is responsible for the establishment and support of a statewide program to ensure coordination and cooperation among all organizations for the promotion of homeland security, pursuant to chapter 128A-3, Hawaii Revised Statutes. This position also supports behavioral threat assessment and management operations.

Within the TVTP Program, the TVTP Project Manager supports the activities in the state's 2024 Targeted Violence Prevention Implementation Plan. In conjunction with other HSFC personnel, the TVTP Project Manager provides support for (1) the HSFC targeted violence prevention working group, (2) the threat assessment/management program within HSFC, and collaboration with threat assessment teams outside HSFC, and (3) other HSFC operations directly related to targeted violence.

QUALIFICATION REQUIREMENTS OF THE WORK

Knowledge Required: Familiarity with activities and operations of diverse professions involved in violence prevention. General understanding of public health-inspired approaches to prevention. Sufficient knowledge of county, state, and federal policy, laws, and regulations to ensure program compliance.

Skills: Ability to establish and maintain effective working relationships across diverse stakeholder groups; foster collaboration between professionals with diverse backgrounds, especially with direct services, health care (including mental wellness), education, law enforcement, and security professionals; communicate effectively both orally and in writing; strong planning background with understanding of strategic planning, assessment of risk, consequences, and vulnerabilities. Possesses an understanding of federal, state, county, and private sector resources. Carries out a wide range of clerical functions; gets along well with others; reviews the work of others.

Education:Graduation from an accredited four (4) year college or university with a bachelor's degreen in any field.

Experience: Five (5) years of progressive experience related to managing operations related to behavorial threat assessment in social services, criminal justice and/or national security.

REQUIRED LICENSES, CERTIFICATES, ETC

  • Must possess or be able to obtain a valid Hawaii driver's license.
  • Must be a citizen of the United States.
  • Must have or be able to obtain a SECRET security clearance.
  • Certification in threat assessment/management that is substantially similar to concepts and skills promoted by th U.S. Secret Service, the National Threat Evaluation/Reporting Program.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
