TYPE OF APPOINTMENT ISSUED:This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.Under the general supervision of the Educational Specialist III of the Standards Support Section, the Educational Specialist II:1. Provides leadership in the planning, design, development and implementation of the state science education program for all students, PreK-12; carries out special projects to develop new instructional programs and courses; evaluates the merit and feasibility of alternative instructional approaches, methods, and organization; evaluates and recommends improvements in the current program and services offered to schools.2. Provides leadership in the planning, design, development, and implementation of STEM-related science programs and instructional materials in coordination with technology, engineering, and mathematics staff. Plans, designs, and develops the various innovative, high-quality science instructional activities, evaluates the merit and feasibility of alternative instructional approaches, methods, and organization, evaluates and recommends improvements in the current programs and services offered to districts. Provides leadership to the Department staff assigned to the science education program.3. Keeps abreast of current, valid, credible, reliable, and significant research and promising educational activities in PreK-12 standards-based science education that promotes innovation around content and performance standards and 15 learning progressions across the grade bands. Exercises expertise in curating and developing curriculum frameworks, resource materials, instructional tools, and guidelines that support student achievement and growth in science. Develops, provides, and supports professional development for the state, district, complex area, and school staff responsible for providing PreK-12 standards-based science learning activities and differentiated Instruction in science education for all students. Identifies teachers' pre-service and in-service training needs in designing training programs to improve the expertise of instructional staff in carrying out present and emerging responsibilities.4. Evaluates and monitors the program and assesses and identifies program needs to develop goals, objectives, and long-range plans for standards-based science education to ensure system-wide program implementation and conformance to minimum program standards, established instructional policies, and legal and administrative directions. Evaluates and monitors staff assigned to the science education program area.5. Provides technical assistance and consultative services to complex areas, schools, and other state office personnel; to community and parent groups; and others requesting such services pertaining to science and STEM education. Creates outreach and partnerships with community stakeholders to enhance student growth and innovation across the system. Serves as an active member of DOE cross-functional teams related to improving instruction at the school level or other assigned tasks, such as developing an implementation plan for new legislatively-funded programs.6. Reviews and prepares testimonies, reports, and presentations to the Legislature, Board, and the Department in collaboration with other offices, OCID staff, and/or assigned leads. Prepares program plans, budgets, expenditure plans, contracts, memorandum of agreements, memos, and other documents as required. Follows all procurement and contractual requirements of the Department, State, and Federal entities. Serves as a liaison between the Department and other agencies, community groups, professional organizations, and national agencies and organizations in the area of science and STEM curriculum, instruction, and assessment.7. Performs other related duties as assigned.Education:Graduation from an accredited college or university with a master's degree in a related field with specialization in a subject field appropriate to the area or areas of assignment.
Education Equivalence: Bachelor's degree from an accredited college or university or valid certificate/license/professional diploma in education plus two (2) additional years of relevant experience in the subject field appropriate to the area of assignment.
Experience:Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum, planning or leadership as appropriate, of which two (2) years involve the supervision experience.
Desired Experience: Supervisory work experience, project management and grant writing, implementation and monitoring preferred. Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in a related program, agency, or system.
Knowledge:Foundations of curriculum and instruction; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Current research-based knowledge of and experience with implementing standards-based instruction and grading. Competent use of digital media and other integrated technology-based applications.
Ability to:Provide leadership, design and coordination in the area(s) of assignment; develop, analyze, and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
Desired Ability to:Develop and implement online resources using appropriate tools; organize/prioritize work and multi-task to maintain an effective work pace under deadlines.
SALARY RANGE:EOSR-7, $110,136 to $155,904.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.
WORK YEAR AND BENEFITS:This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT:Article 11, Appointments, paragraphs A2b and A2c- "All vacancies for State and District level educational officer positions shall be advertised for thirty (30) days prior to selection. Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure."
