Duties And Responsibilities
The Construction Manager will provide services for the designated construction project/s in accordance with NAVFAC's Business Process Management Systems (BPMS), associated Naval Engineering Training and Operating Procedures Standards (NETOPS), operations (OPS) Notes, Kilograms, Vectorgrams, and specific construction contract requirements to include:
- Review Request for Information (RFIs), coordinate RFIs with Government Subject Matter Experts (SME), consolidate responses, and provide submittal review/analysis written recommendations for Government Construction Manager/s to approve.
- Conduct Quality Assurance (QA) of the construction contractor/s quality control program and provide written recommendations to the Government Construction Manager.
- Monitor compliance with environmental protection requirements and document all findings.
- Review/analyze the following construction contractor/s submittals and provide the Government Construction Manager with notes and recommendations based on the construction contract requirements:
- Construction Schedule (Primavera P6, Schedule Analyzer reports, etc.)
- Safety Plan
- Activity Hazard Analysis
- Construction Quality Control Reports
- Safety Reports
- Production Reports
- Construction Contractor's Request for Payment
- Monthly pay estimate worksheet
- Inspect material stored off-site, where applicable
- As-built/schedule updates
- Environmental Protection Plan (including but not limited to the following):
- EPA Notice of Intent (NOI)
- Notice of Termination (NOT) for National Pollutant Discharge Elimination System (NPDES) Construction Permit
- Site-Specific Stormwater Pollution Prevention Plan (SWPPP), including updates
- Site-specific Best Management Practices (BMP)
- As-built compliance with geographical information system (GIS) requirements for underground facilities
- Technical submittals (e.g. architectural, civil, electrical, fire protection, and mechanical)
- Perform field investigations, including the review of as-builts, to determine existing conditions and document findings.
- Incidents of potential threats to the environment (i.e. air quality, water quality, contamination, pollutants, solid, and hazardous waste), cultural resources, or natural resources/endangered species/biosecurity issues shall be brought to the immediate attention of the designated COR and/or Government Construction Manager by telephone with written follow-up.
- Update construction project status reports and construction representative reports (CRRs) weekly.
- Report and document construction contractor/s non-compliance (quality control/safety) to the Government Construction Manager.
- Monitor construction contractor/s surveying, materials and system testing and provide documentation to the Government Construction Manager.
- Immediately report in writing to the Government Construction Manager any instances where it is suspected that the construction contractor/s is/are in violation of Labor Standards Provisions.
- Attend coordination meetings between Government entities and construction contractor/s and provide written minutes to the Government Construction Manager.
- Review/analyze and provide notes and recommendations to the Government Construction Manager for validation:
- Construction plans and specifications to determine constructability of a facility
- Request for Equitable Adjustment (REAs), claims, and/or delays
- Assist and perform red zone meetings, pre-final and final inspections.
- Assist with coordination of Government inspections of critical systems.
- Assist with coordination of utility outages.
- Assist Government Construction Manager with mishap investigations.
- Report and document construction contractor's progress with respect to post award 'Key Performance Indicators.
Minimum Qualifications
- Have appropriate construction management experience to independently perform the services required. Appropriate is defined as performed work as a Construction Manager and/or Engineer with increasing responsibilities over the term of the documented work experience.
- Have the ability to communicate effectively in English both orally and in writing.
- Have a current NAVFAC or USACE Construction Quality Management (CQM) course certificate (expires every five years). If the contractor employee/s does not have current certification, certification must be obtained within 30 days of award. Certification must remain current throughout the task order performance period and is required to perform CQM duties on construction contracts.
- Be capable of the physical exertion required to perform the necessary services such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping and reaching; climbing upon ladders and other physical activity common to the performance of such duties in order to complete construction project inspections and site visits.
- Be able to obtain and hold a DoD Common Access Card (CAC), which requires a background check to include a Federal Bureau of Investigation (FBI) Favorable fingerprint check and a Favorable Tier 3 Investigation (SF-86, Questionnaire for National Security Positions).
