Salary: $5,369 to $6,535 per month (SR-22, Step D to I)
The current vacancy position is a permanent, full-time position.
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.The General Professional IVindependently performscomplex professional workwhich involves considerable research and analysis of a variety of issues, identification of various options and recommendation of the most viable solution.
This vacancy position is located in the Professional Support Unit, Early Intervention Section, Children with Special Health Needs Branch, Family Health Services Division, Health Resources Administration, Department of Health,and is responsible forproviding evaluation, consultation and training on a statewide basis to the deaf or hard-of-hearing infants and toddlers up to three (3) years of age, and their families (clients), and the Early Intervention Program staff (e.g., direct service staff and care coordinators); and providing technical support and leadership to the various Early Intervention programs and services (e.g., Deaf Mentor Program, Parent-to-Parent Network and other support groups).
The duties and responsibilities of this position include facilitating understanding of the types and implications of hearing loss in order to address the clients' needs; providing consultation to Early Intervention program staff and families in developing the Individualized Family Service Plans; identifying and determining the appropriate alternative communication strategies; implementing the identified communication strategy, and evaluating the communication outcomes (i.e., goals); teaching clients and Early Intervention staff how to implement American Sign Language (ASL) as a communication strategy when needed for specific children; recruiting, selecting, and training Deaf Mentors on protocol and expectations, and monitoring their work; and developing Early Intervention service models and guidelines for deaf education services; and performing other related duties as assigned.To qualify, you must meet all of the following requirements:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education: Bachelor's degree from an accredited four-year college or university.
General Experience: One (1) year of responsible professional work experience which required ahigh degree of analytical skill. Such experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.
The experience must have been comparable to theGeneral Professional III in the State service and must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled.
TheGeneral Professional III independently performs moderately complex professional work which involves performing research and analysis in order to identify problems and recommend appropriate solutions in accordance with established policies, procedures, standards, guidelines, techniques and methods.
Selective Certification Requirement (Early Intervention of Deaf and/or Hard-of-Hearing Experience):In order to effectively perform the duties and responsibilities of this position, applicants must possessdemonstrated knowledge of and the ability to:
1)Understand the various types and causes of hearing loss and explain the implications of the hearing loss in terms of what sounds can and cannot be heard and how this will impact the child's ability to communicate;
2)Develop and implement appropriate communication strategies;
3)Apply principles, methods, and practices in support of the child's development and communication skills;
4) Develop training activities to foster the concept of family-centered and community-based care; and
5)Communicate effectively using ASL.
Therefore, certification of eligibles shall be limited to those applicants who meet the minimum requirements for the class General Professional IV, and who possess the following;
1. One (1) year of professional work experience in working with deaf and/or hard-of-hearing infants, toddlers and young children up to five years of age, and their families, in a group or individual setting,which included the identification and implementation of communication strategies(e.g., American Sign Language (ASL), hearing aids, aural communication, total communication, and cued speech) and assessment of progress toward communication outcomes (i.e. goals), and provided the demonstrated knowledge and abilities described above.
This work experience may have also included initial and/or ongoing assessment of the child's use of any residual hearing; facilitating an understanding, by families and/or service providers (e.g., therapists and teachers), of the type and implications of hearing loss; assisting the family and service providers with identifying the most appropriate communication options relative to the type of hearing loss, and implementing the recommended communication strategies.
2.Demonstrated ability to communicate effectively using American Sign Language.
Such Early Intervention of Deaf and/or Hard-of-Hearing Experience may have been gained concurrently with, or in a separate capacity from, the aforementioned General Experience.
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Substitution Allowed: Relevant substitution as described in the Minimum Qualification Requirements, will apply.
This does not apply for the Early Intervention of Deaf and/or Hard-of-Hearing Experience.
