The position is located in Downtown, Honolulu, on the Island of Oahu.Salary commensurate with education and experience.If you have any questions regarding this non-civil service, exempt position, please contact The PUC office at (808) ###-#### , Monday - Friday, 7:45 am - 4:30 pm, HST.The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Commerce and Consumer Affairs, Public Utilities Commission.Duties Summary The Public Utilities Commission regulates all chartered, franchised, certificated, and registered public service companies operating in the State of Hawaii State that provide electricity, telecommunication, gas, private water and sewage, motor and water carrier transportation services and other entities as required by law (''regulated entities"). The Commission has statutory authority to enforce applicable State statutes, to establish and enforce administrative rules and regulations, and to set policies and standards.The Commission also oversees the administration of a One Call Center that provides advance warning to excavators of the location of subsurface installations in the area of an excavation in order to protect those installations from damage; the Telecommunications Relay Services (TRS) fund which provides intrastate TRS for the deaf, persons with hearing disabilities, and persons with speech disabilities; and the Public Benefits Fee surcharge, which is used to fund and support energy efficiency programs and services implemented by an independent third party administrator on the islands of Oahu, Maui, Molokai, Lanai and Hawaii Island.The Commission's Consumer Affairs and Compliance Section ("CACS") establishes and maintains contact with regulated entities, government agencies, and the public; disseminates public information; provides investigation, complaint resolution, and enforcement services; prepares for follows-up, and represents the CACS at settlement conferences and hearings; and conducts community outreach and educational services on behalf of the Commission.This position is responsible for: (1) providing investigative, compliance, and administrative services in response to internal or external inquiries related to public utility regulatory matters, (2) gathering data and following current developments in the regulated public utility industry for dissemination to the public, and (3) assisting the CACS Supervisor and CACS Officer the development and implementation of the Commission's community outreach programs.MINIMUM QUALIFICATIONSKnowledge: This position requires knowledge of the principles, practices and procedures of the Commission, its general orders, rules, tariffs and decisions and orders; applicable Hawaii Revised Statutes; the legislative process; basic judicial and quasi-judicial procedures, and comprehensive research and analytical techniques.Skills: Must be able to plan, organize, and coordinate the presentation of reports and documents relating to regulatory programs and standards; write reports and prepare recommendations for review and final determination by the Commission, organize and analyze data in exhibit form for presentation to the Commission, provide effective oral and written communication, be an active listener, and demonstrate exceptional customer service.Abilities: Demonstrated ability to effectively and efficiently con dud: research, identify and resolve problems in a timely manner; operate a motor vehicle to conduct field work (trips), inspections and/or educational outreach; prioritize and plan work activities; demonstrate accuracy and thoroughness in work product; follow instructions and respond to management direction; work in a fast- paced environ men?? manage time and multiple projects efficiently; initiate work activities independently; maintain professional appearance and demeanor; establish and maintain effective working relationships; communicate effectively, both orally and in writing; demonstrate ability to diffuse a difficult conversation or situation; maintain confidentiality in the use of confidential information; and to maintain regular attendance.Education: A bachelor's degree from an accredited college or university in an appropriate field (i.e., business administration, psychology, geology, criminal justice, and finance). Administrative, professional, or analytical work experience may be substituted for the required education on a year-for-year basis. An advanced degree from an accredited college or university in a relevant filed may be substituted for one (1) year of the required experience.Experience: Two and one-half (2 ½) years of progressively responsible experience in areas such as, compliance, program development and implementation, enforcement and/or investigations activities.Required Licenses, Certificates, etc. : None.Legal Authorization to Work Requirement:The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, national, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.Other Information This position is exempt from the civil service and considered temporary in nature.
