Duties and Responsibilities

1. *Provides administrative and fiscal support to the Administrative Officer of the Water Resources Research Center (WRRC) including, but not limited to budget, fiscal, and human resources.

2. *Assists in the preparation, review, and management of human resources functions, including but not limited to recruitment, classification, compensation, benefits, staffing, payroll, performance appraisal, training, separation, etc.

3. *Assists in the preparation, review, and reconciliation of fiscal / personnel documents, including but not limited to, inventory and supply management, travel, deposits, interdepartmental order (IDO), procurement, requisitions, invoice processing, PCards, timesheet processing, stipend payments, etc.

4. *Assists in the collection and analysis of fiscal, budget, and program data and prepares various reports as required by management.

5. Manages and monitors extramurally funded personnel and payroll transactions related to FTE and funding changes. Maintain accurate record-keeping for the WRRC.

6. *Inputs HR and Fiscal transactions, including but not limited to eTimesheets, on behalf of or in the absence of the Principal Investigator, with the PI's concurrence.

7. Assists in advising management and staff on applicable University and RCUH policies and procedures.

8. *Ensures proper organization, retention and storage of pertinent records (e.g. establishing, maintaining and updating eFiles and archives).

9. *Assists with drafting and reviewing memos, reports, correspondence, etc.

10. *Manages and oversees office and reception area, including answering phones, filing, maintain housekeeping of the office, intake of mail and deliveries, supporting visitors, etc.

11. *Assists with the planning and coordination of meetings, events, parking, and projects.

12. *Monitors and maintains inventory system and records, office supplies, equipment service and repair, vehicle use, etc.

13. Assists in the management the Lau Scholarship program, including announcements, applications, and selection committee coordination.

14. Other duties as assigned.

Minimum Qualifications

1. Possession of a baccalaureate degree in business administration, human resources, finance, or accounting and 0 year of progressively responsible professional experience with responsibilities for fiscal and/or human resources management; or equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

2. Functional knowledge of principles, practices and techniques in the area of business administration, human resources, finance, or accounting demonstrated by knowledge, understanding and ability to apply concepts, terminology.

3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with business administration, human resources, finance, or accounting.

4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of fiscal and human resources.

5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.

6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.

7. Demonstrated ability to operate a personal computer, apply word processing software, including accounting software, human resources software, office and multimedia software suites.

8. Demonstrated experience in editing reports, memos, and other administrative documents.

9. Demonstrated ability to work collaboratively as well as independently.

10. Efficient time management and organizational skills.

Desirable Qualifications

1. Functional knowledge of principles, practices and techniques in the area of fiscal and human resources management demonstrated by knowledge, understanding and ability to apply concepts, terminology.

2. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with fiscal and human resources.

3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with various funding sources (Campaign, Research, General, Special, Revolving, Tuition and Extramural funds).

4. Prior work experience in a higher education academic environment.

5. Prior user experience with Kuali, SuperQUOTE, or similar budget/fiscal programs.

6. Maintains flexible work schedule to accommodate various project deadlines, which may be outside of business hours, including evenings, weekends and/or holidays.
