Position Summary
The Director of Operations is a senior leadership role responsible for overseeing all operational aspects of Transair dba: Rhoades Aviation's Part 121 air carrier operations and regulatory compliance. This position ensures safe, efficient, and profitable airline operations while maintaining the highest standards of aviation safety and customer service. The Director of Operations reports directly to the Vice President of Operations and serves as a key member of the executive leadership team, with direct accountability to the FAA under Part 119 regulations.
Key Responsibilities
Operations Management
- Oversee daily airline operations, including flight scheduling, crew scheduling, and dispatch operations
- Manage operational control center and flight following activities
- Ensure compliance with all FAA Part 121 regulations, company policies, and industry best practices
- Develop and implement operational procedures and standard operating procedures (SOPs) for Part 121 operations
- Manage irregular operations (IROP) and recovery procedures
Safety and Compliance
- Maintain and enhance the company's safety management system (SMS) as required for Part 121 operations
- Ensure compliance with Part 119, Part 121, and other applicable FAA regulations
- Fulfill FAA Part 119 Director of Operations responsibilities for Part 121 operations including:
- Direct oversight of all flight operations and operational control
- Ensuring all operational procedures comply with Part 121 regulations
- Maintaining operational specifications (OpSpecs) compliance
- Serving as the primary interface with FAA Certificate Management Team (CMT)
- Oversight of crew training programs and qualifications
- Management of flight following operations
- Conduct regular safety audits and implement corrective actions as needed
- Manage relationships with regulatory authorities and industry organizations
Team Leadership and Development
- Lead and mentor operations staff, including pilots, flight attendants, dispatchers, and ground personnel
- Oversee crew scheduling and ensure adequate staffing for Part 121 operations
- Conduct performance evaluations and provide ongoing professional development
- Foster a culture of safety, professionalism, and continuous improvement
- Manage staffing levels to meet operational demands and regulatory requirements
- Oversee crew training programs and recurrent training compliance
Strategic Planning
- Analyze operational data and metrics to identify improvement opportunities
- Participate in fleet planning and aircraft acquisition decisions
- Support business development initiatives with operational expertise
Required Qualifications
Education and Certifications
- Bachelor's degree in Aviation or related field
- FAA Part 119 Compliance Requirements (MANDATORY):
- Must meet CFR 119.69 requirements for Director of Operations position
- Must be eligible for FAA management personnel approval under Part 119
Experience (CFR 119.69 Part 121 Compliance Required)
- Minimum 3 years of experience within the past 6 years in:
- Operations positions with a Part 121 air carrier, OR
- Operations positions with a Part 135 certificate holder, OR
- Military aviation operations, OR
- Operations positions with other Part 119 certificate holders
- Flight experience requirements for Part 121:
- ATP certificate holder with minimum 1,500 hours pilot-in-command time, OR
- Commercial pilot certificate with instrument rating and equivalent operational experience
- At least 5 years in senior management or supervisory roles in airline operations
- Experience with Part 121 airline operations, including:
- Scheduled passenger or cargo operations
- Multi-aircraft fleet management
- Crew scheduling and flight operations control
- Airport operations and ground handling coordination
- Proven track record in safety management and regulatory compliance
- Experience with airline operations software systems and flight planning tools
Skills and Competencies
- Strong leadership and team management abilities
- Excellent communication and interpersonal skills
- Analytical and problem-solving capabilities
- Financial acumen and budget management experience
- Proficiency with Microsoft Office Suite and aviation-specific software
- Ability to work under pressure and make critical decisions
- Strong attention to detail and organizational skills
Preferred Qualifications
- Previous experience as Director of Operations or similar senior role with a Part 121 air carrier
- Knowledge of safety management systems (SMS) implementation for Part 121 operations
- ATP certificate with significant airline transport experience (minimum 5,000 hours)
- Previous experience in airline operations
- Knowledge of DOT consumer protection regulations and airline service requirements
Working Conditions
- Full-time position with occasional extended hours during peak operations
- On-call availability for operational emergencies
- Office-based work environment with frequent visits to flight line and maintenance facilities
- Must be able to pass background checks and drug screening as required by FAA regulations
