Major Duties and Responsibilities

1. Assigned as the NAF Purchase Card Agency Program Coordinator for Hawaii Region. Maintain program integrity, establish and document internal controls, and oversee the local NAF Purchase Card Program. Provide training and maintain records for Authorizing/Approving Officials (AOs) and cardholders (CHs).
2. Assist Contracting Officers in solicitation, award, and contract administration phases. Prepare required documents for legal review.
3. Sanitize proposals, schedule and arrange Technical Evaluation Boards.
4. Maintain procurement files, electronic logs, and contract status spreadsheets.
5. Handle procurement correspondence, policy communication, and prepare warrant documentation.
6. Research FOIA requests, participate in meetings, and prepare reports and briefings.
7. Perform other related duties as assigned.

Requirements

• Must pass all applicable background and records checks.
• Must successfully pass the E-Verify employment verification check.

Qualifications

Resumes should demonstrate experience and knowledge related to this position, including:

• Knowledge of CNIC 7043.1 NAF Procurement Policy and procedures.
• High school diploma required.
• Knowledge of non-appropriated fund procurement policies.
• Effective communication skills, both oral and written.
• Computer skills including Word, Excel, PowerPoint.
• Knowledge of NAF purchase card and automated accounting systems.
• Analytical skills for data evaluation and report preparation.
• Completion of NAF procurement courses within 3 months of hire.

Education

High school diploma, one year of related experience, and knowledge of NAF purchase card required.
