Summary

This position is located in the Fleet and Family Readiness Support Services Office, Procurement Department (N94), Hawaii Region. The purpose of this position is to handle procurement related administrative actions specializing in NAF rules and regulations. This position serves as a coordination point for contractual correspondence entering and leaving the supply/service contracting section. Eligible applicants are current NAF or APF employees residing on the island of Oahu only.

Major Duties and Responsibilities

  1. Serve as the NAF Purchase Card Agency Program Coordinator for Hawaii Region, maintaining program integrity and establishing internal controls.
  2. Provide training and maintain records for Authorizing/Approving Officials (AOs) and cardholders (CHs).
  3. Assist Contracting Officers in solicitation, award, and contract administration phases, including preparing documents for legal review.
  4. Sanitize proposals, schedule and arrange Technical Evaluation Board (TEB).
  5. Maintain procurement files according to regulations and procedures, including for new acquisitions and fiscal years.
  6. Manage tickler files, electronic procurement files, logs, and contract status spreadsheets.
  7. Distribute contracting correspondence and policy information, assist with writing letters, emails, and courier shipments.
  8. Prepare warrant letters, maintain warrant listings, and research FOIA requests.
  9. Participate in meetings, take notes/minutes, and follow up on actions.
  10. Compile data, develop reports, and assist in briefings for personnel and contractors.
  11. Perform other related duties as assigned.

Requirements

  • Must pass all applicable records and background checks.
  • Must successfully pass the E-Verify employment verification check.

Qualifications

Resumes must include experience and knowledge, skills, and abilities (KSAs) related to this position. Candidates must possess:

  • Knowledge of CNIC 7043.1 NAF Procurement Policy and NAF Purchase Card SOPs.
  • High school diploma.
  • Specialized knowledge of non-appropriated fund procurement policies and procedures.
  • Effective communication skills, both oral and written, and good interpersonal skills.
  • Familiarity with computer systems, including Word, Excel, PowerPoint.
  • Knowledge of NAF purchase card and automated accounting systems.
  • Analytical skills to evaluate data and prepare reports.
  • Completion of NAF Basic Procurement Correspondence Course (or equivalent) and NAF Purchase Card Program training within 3 months of hire.

Education

High school diploma, one year of related work experience, and general knowledge of the NAF purchase card are required.
