Senior Vice President, Chief Information Officer

Salary Level : 2 Exec

Salary range : $188,000 - $254,000 a year

Position Summary :

The Chief Information Officer (CIO) is an important leader in this effort and will be responsible for the development and execution of the company's information technology strategy, with a focus on infrastructure, cybersecurity, data management, compliance, and digital innovation including the evolution of AI and how that will impact the health insurance industry and company.

As a member of the Executive Team, the CIO participates in planning corporate growth and coordinating the Strategic plan with the development of Business Plans and Information Systems. The CIO provides the vision and leadership to maintain information transfer and analysis at a level that assures the satisfaction of our customers (members, employers, providers, and brokers) in a constantly changing, competitive marketplace.

The CIO, under the direction of the Chief Executive Officer, organizes, manages and oversees the activities of the Information Services (IS) department to ensure the effective, efficient and secure operation of Information Technology processing systems, including the mail room operations.

Strives to continuously develop the Twelve Characteristics and Competencies of the ideal UHA leader.

Executive Team

  • Participates with other members of the Executive Team in developing an Annual Business Plan that is congruent with UHA's strategic plans, mission, vision, and values.
  • Responsible for UHA compliance with Affordable Care Act rules and mandates as they relate to technology.
  • Prepare, after consultation with the Executive Team, a budget to assure that UHA's strategic and tactical goals are successfully implemented and specifically that sufficient funds are budgeted to achieve that success.
  • Provides strategic direction and leadership for the Performance Improvement Committee (PIC).
  • Oversees implementation of approved projects to meet established Quality Management measurements goals.
  • Responsible for collaborating with departmental managers to identify ways to systematize and automate the processes each department uses to fulfill their function.
  • Responsible for the planning, development, implementation, and enhancements of online service portals to provide UHA customers with electronic services.
  • Responsible for the recruitment, development, motivation, and retention of IT staff while conforming to budgetary objectives and personnel policies.
  • Assures that departments have access to the IT Systems and data they require.
  • Oversee and negotiate company software and equipment purchase or lease and contract agreements.
  • Evaluate emerging technologies and drive digital transformation initiatives.
  • Report regularly to the CEO and executive leadership on technology performance and risk.

Departmental Oversight : Information Services and Mail Services Departments

  • Establish, maintain, and ensure compliance with Company and Department Policies and Procedures.
  • Oversee the management and integration of core platforms.
  • Oversee the printing and mailing of checks and EFT payments to providers on a timely basis.
  • Oversee the accurate printing and mailing of IRS 1099Miscellaneous forms to providers and IRS 1095B to subscribers.
  • Oversee the setting up and implementation of EDI accounts.
  • Oversee HIPAA compliance and ensure compliance with all relevant healthcare regulations.

Required Education and Experience :

  • Bachelor's degree in information science preferably in a field that emphasizes logical thinking such as computer science, information technology management, information systems, engineering, match, etc. from an accredited university or college.
  • Coursework or degree in business
  • Ten years Information Systems Technology management work experience with three (3) or more years at the executive level required preferably in the health insurance industry.
  • Worked as CIO or managed a large department under the CIO providing direction, guidance, coaching and development opportunities.
  • Strong understanding of data security, disaster recovery, and cyber security

Preferred and Advanced Qualifications :

  • Advanced Degree preferred in Information Systems or Information Technology, Masters in Computer Science or Data Science
  • Knowledge and experience in cyber security frameworks such as the NIST Cyber-Security Framework and ISO 27001 / 27002.
  • Knowledge and experience in Project Management frameworks such as the Project Management Book of Knowledge (PMBOK)
  • Knowledge and experience in Software Developing Life Cycle (SDLC) frameworks such as Scrum, Agile, Waterfall.
  • In-depth knowledge of healthcare regulatory compliance, including HIPAA and related data privacy laws
  • Strong understanding of AI and its current and future impacts / applicability to UHA
  • Knowledge of various IT methodologies and frameworks (scrum, Agile, CMM, ITIL, etc.) and how to apply them to fit size and risk profile of a company
